(uncontrolled intersections) (siena I controlled) Providing traffic calming measures like the roundabout based plan on Vineyard Avenue
between Bernal A venue and Montevino Drive not only benefits residents along this section of
roadway, but also those existing and future residents between Monetevino Drive and Ruby
Hill Boulevard. Average traffic volumes and speeds would be reduced along the entire
Vineyard Corridor by implementing traffic calming plans adjacent to the Neal School site and
as proposed between Bernal Avenue and Montevino Drive. These measures in combination
with modifications planned at the intersection of Bernal/Valley/Stanley and Bernal Avenue at
Vineyard Avenue would help to encourage drivers to use Stanley Boulevard instead of
Vineyard Avenue by improving access to eastbound Stanley Boulevard (a 55 MPH roadway)
while calming traffic along Vineyard A venue and not increasing capacity for the southbound
left turn from Bernal Avenue to eastbound Vineyard Avenue.
From a traffic safety perspective, encouraging east/west traffic to use I-580, the Stoneridge
Extension, or Stanley Boulevard where possible instead of Vineyard Avenue will improve
overall traffic, pedestrian, cyclist and school area safety. The numerous uncontrolled
intersections, driveways and adjacent school site along the Vineyard Corridor do not exist
along either of the three alternative roadways assumed in the City's General Plan.
