As traffic congestion <br /> increases along I-580, regional cut-through traffic diverts to these parallel surface streets. <br /> Modifmg roadway and intersection capacity to meet this changing traffic demand is required <br /> to maintain LOS D or better conditions. Increasing capacity along Vineyard Avenue could <br /> help to reduce congestion along First Street, Stanley Boulevard and Bernal A venue by <br /> reducing delays along Vineyard Avenue and attracting more traffic to this corridor. <br /> However, the increasing traffic volumes along Vineyard Avenue have significantly reduced <br /> the number of gaps in traffic necessary to allow pedestrians to cross the roadway and motorists <br /> to access Vineyard Avenue from several existing side streets and driveways. The new <br /> realignment of Vineyard Avenue and the Specific Plan for the corridor will add even more <br /> public and private access points to new developent with similar problems relating to access, <br /> egress, pedestrian, school area, speed, and other safety issues.
