Until <br /> the final lane configuration is determined, constructing standard landscaped medians down the <br /> center of the roadway may be premature. If traffic calming measure such as roundabouts are <br /> approved, or the two lanes eastbound, one lane westbound with pedestrian refuge islands <br /> alternative is approved, Vineyard Corridor landscaping would need to be configured very <br /> differently. Staff is recommeding that the ultimate Vineyard Avenue configuration, traffic <br /> control and landscaping issues be revisited after the completion of the Vineyard Avenue <br /> realigmnent project and the Bernal Avenue brigde at Arroyo Del Valle projects. <br /> Mitigation Measure 10 <br /> Traffic simulations of Smoke Tree Commons access and egress to Vineyard Avenue indicate <br /> that morning queuing along Vineyard Avenue from Bernal Avenue will continue to be a <br /> problem due to the proximity of the Smoke Tree Commons driveway to the intersection. As <br /> discussed in the July 2000 staff report, the ultimate solution to this problem may require <br /> relocation of this driveway. Staff is recommeding that the issue be revisited after the <br /> completion of the Vineyard Avenue realigmnent project and the Bernal Avenue brigde at <br /> Arroyo Del Valle project. <br /> Mitigation Measure 11 - Completed <br /> A copy of the July 11, 2000 Vineyard Corridor Neighborhood Traffic Calming staff report is <br /> attached. Many of the still outstanding issues involving Vineyard Avenue are discussed in <br /> depth in this report. <br /> Follow-up Neighborhood Meetings <br /> Staff conducted a follow-up meeting in November 2002 with residents to review the status of <br /> the eleven traffic calming measures approved by the City. The attendees mostly represented <br /> residents from the neighborhoods south of Vineyard Avenue between Bernal Avenue and <br /> Montevino Drive. At this meeting, residents endorsed staff's recommendation to remove the <br /> remaining two islands from the construction plan due to construction cost overruns. The <br /> residents agreed that for the most part, the neighborhood traffic calming measures now <br /> completed had significantly reduced neighborhood cut-through traffic. The one exception was <br /> Tawny Drive and the northernmost block or Touriga Drive. <br /> At this meeting the residents requested that any remaining neighborhood traffic calming funds <br /> be reallocated towards measures that would improve pedestrian safety crossing Vineyard <br /> Avenue, slow Vineyard Avenue traffic and thereby reduce traffic generated noised, improve <br /> Touriga Drive egress to Vineyard Avenue, reduce cut-through traffic on Tawny Drive, and add <br /> landscaping along the roadway to improve the aesthetics of the corridor. <br /> X:\ADMIN\PGGS\Council2005\MEETINGl00405\SR 05276 Attachment1.doc <br /> Page 4 <br />
