29. <br /> <br />30. <br /> <br />D. Parks, Trails, and Open Space <br /> <br />General. Parks shall be dedicated and improved, and open space shall be dedicated, in a <br />maturer substantially consistent with the Specific Plan, the Development Agreement, and <br />these following Conditions. <br /> <br />Dedication and Improvement of Ne'.'g~:.-~::_~ Parks. Property Owner shall make an <br />irrevocable offer of dedication to City for a total of five (5) acres of land to be developed <br />as a neighborhood park on Parcel 3 and the eighteen (18) acres of land to be developed as <br />a neighborhood/special use park on Parcel 20. A 30-50-acre commnnitv oark sha~l be <br />dedicated nursuant to the terms and conditions of the Develooment A~reement. <br /> <br />(a) The timeframe for dedication of neighborhood parks shall be as follows: <br /> <br />(i) <br /> <br />In the Western Area, one neighborhood park of approxirnately five acres <br />in size (five acres total) shall be offered to City in the approximate <br />location as shoum on Exhibit 5. This neighborhood park may be relocated <br />as necessary to accommodate the subdivision of Parcel 2 while meeting <br />the goals and palicies of the Specific Plan. An irrevocable offer of <br />dedication shall be made as a condition of the first final map creating lots <br />on Parcel 2. <br /> <br />(ii) <br /> <br />In the Eastern Area, the knoll area, Parcel 20, shall be offered for <br />dedication as a condition of thc first final map creating lots in Parcel 19. <br />The actual boundary of Parcel 20 shall be determined at the time of this <br />final map and may be adjusted as necessary to meet state and federal <br />permitting agency requirements while meeting the goals and policies of <br />the Specific Plan. In the event Parcel 19 is not developed for residential <br />purposes, Parcel 20 shall be dedicated to the City as part of the Phase 11 - <br />Interim Office Space property. <br /> <br />(h) <br /> <br />Property Owner shall develop the neighborhood park on Parcel 3 in the manner <br />described below. The Property Owner is not required to improve the knoll area <br />park (Parcel 20'~ or the community vark (Parcel 22~. <br /> <br />(i) <br /> <br />Property Owner shall design, in coordination with City parks staff, <br />improvements to the Parcel 3 neighborhood park containing the elements <br />shown in Exhibit 18. The park design shall be based on improvements not <br />to exceed $650,000, including design, engineering, and construction costs. <br />Final approval of the park's design shall be made by the Park and <br />Recreation Commission. <br /> <br />Conditions of Approval Page 15 of 49 Revised August 2 t, 2000 <br /> <br /> <br />
