<br />Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />Santa Rita Road carries approximately 20,000 vehicles per day adjacent to Amador Community <br />Park. The Amador Community Park is one of the larger and more centralized parks in the <br />City. With its large open grass area, picnic tables, playground equipment and proximity to the <br />Pleasanton Aquatic Center, this park is normally very busy. <br />In June of 2003, Santa Rita Road area residents complained to the Staff Traffic Committee <br />about the increasing number of vehicles for sale adjacent to the Amador Community Park. <br />There was concern that these vehicles were not only an eyesore, but also a traffic hazard. <br />The parking of for-sale vehicles began to spill over into the surrounding community when the <br />City installed four-hour parking on Santa Rita Road to provide parking for residents that <br />wanted to use the recreational facilities. The signs were intended to reduce the visibility of <br />vehicles for sale on Santa Rita Road, with the expectation that the vehicles that were spilling <br />over into the neighborhood would also leave. <br />While the installation of four-hour parking next to Amador Community Park did provide <br />additional parking for park patrons by removing the ability to park cars for sale, it did not <br />eliminate the spillover of vehicles for sale on the frontage road. <br />The residents along Santa Rita Frontage Road have again contacted the Staff Traffic Committee <br />in search of some type of parking restriction to remove the vehicles for sale from their <br />neighborhood. The residents feel the vehicles for sale are unsightly and create additional <br />unwanted vehicular and foot traffic on their street. The Pleasanton Municipal Code does not <br />include an ordinance banning the parking of vehicles on the street that have for sale signs in <br />their windows. The state courts have deemed ordinances banning the parking of vehicles for <br />sale unconstitutional. <br />The Staff Traffic Committee voted to restore the parking availability to the residents by <br />recommending the installation of four-hour parking along Santa Rita Frontage Road. Five of <br />the eight neighbors that will be impacted by the four-hour restriction attended the August, <br />2005, Staff Traffic Committee meeting. They understand that the four-hour restriction applies <br />to all vehicles, including their own, but would prefer this restriction to the vehicles for sale <br />parked in front of their homes.
