Select the historical concrete option as the preferred design for the new
second bridge, Option B for the railing for the historic bridge, and direct
staff to move forward with final design for the bridge.

SUMMARY:

The De Silva Group has a development obligation to build a second Bernal
Avenue Bridge over Arroyo de la Laguna with the understanding they will
receive reimbursements for a portion of the costs. On August 3, 2004, the
City Council took action by directing staff to redesign the second Bernal
A venue Bridge by eliminating the false steel superstructure, and to bring
back the final design to the Council for approval.

Staff has been working with the De Silva Group and its consultants to
develop a new bridge design that would complement the existing bridge.
The main focus of the design was on the railings and protective barrier for
the new and existing bridges. The City Council is being asked to select a
preferred option that will then be developed into final construction drawings.
Subsequent steps will include the preparation of final plans, bidding the
plans, and finalizing the funding plan, which includes obtaining a firm
commitment from the De Silva Group, existing Capital Improvement funds,
and funds obligated from the developers of the San Francisco Water
Department property on Bernal.

SR:05:277
