<br />The CAPER process is intended to provide an opportunity for public participation and input at <br />the local level. The information submitted in the report provides an evaluation of grantee and <br />jurisdiction performance to HUD. The CAPER is forwarded to HUD in Washington and is the <br />basis for meeting the statutory requirement to report to Congress on the CDBO program. HUD <br />requires the submittal ofthe CAPER for the prior fiscal year by September 30 of each year. The <br />City must now prepare and submit its CAPER for FY 2004 (04/05), which ended on June 30, <br />2005. The agencies which received funds in FY 2004 are listed in Table P-l. <br /> <br />DISCUSSION <br /> <br />The attached Table P-2 provides a summary of the following statistics for each of the agencies <br />which received CDBG funds in FY 2004: 1) subrecipient accomplishments; 2) use of funds; and <br />3) statistics on households and/or persons assisted (e.g., number of beneficiaries, income level, <br />ethnicity, family status). As shown in the table, CDBG and City funds allocated in FY 2004 <br />benefited more than 1,500 primarily low-income individuals through various projects, programs, <br />and services coordinated through subrecipients. The information contained in Table P-2 was <br />submitted by subrecipient agencies. <br /> <br />In addition to this statistical information, an important element ofthe CAPER process is the <br />opportunity for presentations by each of the subrecipient agencies. At a joint meeting of the <br />Housing Commission and Human Services Commission held on September 7, a schedule was <br />established to enable presentations by each agency which received FY 2004 CDBG funds. The <br />minutes of this meeting were not yet available to include with this report. However, in addition <br />to a discussion of statistical information for each CDBG project, most agencies elaborated on <br />"human interest" and other aspects which were not apparent in project statistics. Agencies also <br />expressed their thanks to the Commissions and to the City Council for the support offered <br />through the CDBG funding. <br /> <br />Formal agency presentations have not been scheduled for the City Council meeting of October 4 <br />due to the length of the Council agenda and the fact that agencies had the opportunity to make <br />detailed presentations at the September 7 joint Commission meeting. However, agency <br />representatives or other interested members of the public will have the opportunity at the <br />Council meeting to make comments concerning the CAPER. Similarly, the Council may raise <br />issues for discussion if desired. <br /> <br />After the public hearing is closed, the Council should direct staff to finalize the required CAPER <br />document for submittal to HUD, if appropriate. The information submitted by each agency will <br />be compiled into the standardized CAPER format using HUD computer software. Other <br />documents, such as staff reports, public hearing notices, and minutes from both public meetings, <br />will be included with the report when it is submitted to HUD. <br /> <br />SR:05:275 <br /> <br />Page 2 of3 <br />
