<br />'\ <br /> <br /> <br />6D <br /> <br />'- <br /> <br />pLEASANTONc <br /> <br />City Council <br />Staff Report <br /> <br />October 4, 2005 <br />Housing Division <br /> <br />SUBJECT: <br /> <br />REVIEW OF COMMUNITY DEVELOPMENT BLOCK GRANT <br />(CDBG) CONSOLIDATED ANNUAL PERFORMANCE AND <br />EV ALUA TION REPORT (CAPER) FOR FISCAL YEAR 2004 (04/05) <br /> <br />STAFF RECOMMENDATION: <br /> <br />Approve by motion and direct staff to submit the CAPER to HUD. <br /> <br />HOUSING / HUMAN SERVICES COMMISSION RECOMMENDATION: <br /> <br />Approve the CAPER for submittal to the U.S. Department of Housing and <br />Urban Development (HUD) following a public hearing before the City <br />Council. <br /> <br />SUMMARY: <br /> <br />This report describes the CAPER process and makes a recommendation to <br />submit the annual report to HUD pursuant to CDBG program requirements. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />Prior to fiscal year 1994 (94/95), the City of Pleasanton received its Community Development <br />Block Grant (CDBG) funds through the Alameda County Urban County as a small city with a <br />population less than 50,000. FY 1994 marked Pleasanton's first year as an "entitlement city," in <br />which the City received its CDBG funds directly from HUD. The implications of this change <br />included a substantial increase in funding as well as additional administrative requirements. <br /> <br />One of the City's new responsibilities is the preparation of an annual performance report, now <br />called the Consolidated Annual Performance and Evaluation Report, or CAPER (this report has <br />formerly been known variously as the APR and GPR). The CAPER is intended to provide a <br />systematic format for reporting on the use of CDBG entitlement funds and is required by <br />Section I 04( e) of the Housing and Community Development Act. The CAPER provides <br />detailed information on the use of CDBG funds by subrecipients during the prior fiscal year. <br /> <br />SR:05:275 <br /> <br />Page 1 of3 <br />
