<br />. Development on the South East Hills: Three residential projects (Oak Grove/Lin, Lund <br /> Ranch II, and the Spotorno Ranch in Happy Valley) are currently under review in the hills <br /> of South East Pleasanton. Traffic impacts in existing neighborhoods, steep slopes, the <br /> removal of trees, disturbance of habitat, and visual impacts make development on these <br /> properties problematic. The City Council has recently indicated an interest in looking at <br /> ways to reduce General Plan densities to preserve all or portions of these sites while <br /> providing some compensation to land owners. The City Council also authorized staff to <br /> work with the property owners and adjacent neighborhoods to find land use options for the <br /> area that are mutually beneficial to area residents and the development community, while <br /> also maximizing the preservation of open space in the South East Hills. These discussions <br /> will be commencing in the next few months. <br />The City Council is being asked to indicate if there are other issues that should be added to this <br />list for discussion. <br />STEPS TOWARD A "PREFERRED LAND USE PLAN" <br />Staff recommends the following process for moving toward agreement on a preliminary preferred <br />land use plan and Draft Land Use Element: <br />. Land Use Joint Workshop #1: September 27,2005: Agree on process and schedule; agree <br /> on list of "potential change areas" for further consideration; determine other land use <br /> issues that need to be discussed and resolved. <br />. Land Use Joint Workshop #2: October 11, 2005: Presentation by County and project <br /> proponents on Staples Ranch/Proposed Stoneridge Drive Specific Plan Amendment; <br /> provide feedback to staff and applicants. <br />. Land Use Joint Workshop #3: October 25, 2005: Presentation of Hacienda Transit <br /> Oriented Development Specific Plan: Background, Process and Preliminary Range of <br /> Development Alternatives; provide feedback to staff and Hacienda. <br />. Land Use Joint Workshop #4: To be scheduled: discuss city-wide land use issues, <br /> including assisted living units, calculation of residential density for PUDs, growth <br /> management, jobs/housing balance, and potential conservation easements, and provide <br /> feedback to staff. <br />. Land Use Joint Workshop #5: To be scheduled: Discuss East Side and South East Hills <br /> sites and indicate preferred land uses. <br />. Land Use Joint Workshop #6: To be scheduled: Discuss West Side sites, and remaining <br /> sites and indicate preferred land uses. <br />. Land Use Joint Workshop #7: To be scheduled: Staff to present Preliminary Draft <br /> Preferred Land Use Plan and Land Use Element based on feedback from the City Council <br /> and Planning Commission; City Council amends or concurs with Preliminary Draft <br /> Preferred Land Use Plan and Land Use Element and directs staff to model this land use on <br />SR 05:268 <br />Page 5 of6 <br />
