<br />Regarding the use of on-street parking, staff notes that residents use public streets for <br />their and their visitors' parking in almost all neighborhoods throughout the City. In this <br />case, staff believes that when the street in front of theses homes may be used for <br />commercial parking (during weekdays), the demand for residential on-street parking <br />would be lower, and when the residents are home and more likely to park on the street <br />(nights and weekends), the commercial parking demand would be low. Therefore, staff <br />does not see the use of on-street parking by residents, resulting from tandem parking or <br />not, as an impact to the Downtown commercial area. <br />In-lieu Parking <br />During the public review process, some members of the Pleasanton Downtown <br />Association (PDA) expressed concerns with the proposed tandem parking plan, believing <br />that it might impact on-street parking used for Downtown businesses. Although the <br />Downtown Parking In-Lieu Program technically applies only to the commercial area of <br />Downtown, the applicant proposes to pay $28,000 into the City's Parking In-Lieu Fund <br />for Downtown. This amount would be equivalent to two parking spaces based on the <br />$14,000/space in-lieu parking fee. The Downtown Specific Plan has an objective of <br />creating 400 new parking spaces in the Downtown by build-out, consisting of both public <br />and private parking. The applicant's proposal would address and mitigate the parking <br />concerns expressed by contributing to the Downtown parking fund for the construction of <br />public parking lots in the area. <br />Landscaping <br />A tree report by HortScience dated "June 25, 2004" was prepared for the project. The <br />arborist delineated twelve trees of value to the site. Five of those trees are defined as <br />heritage trees. <br />Two existing coast live oak and one Modesto ash will be preserved on the site. The <br />applicants have agreed to retain or move elsewhere the existing coast live oak tree at the <br />rear of the site by the western property line since this tree is in good condition and suitable <br />for relocation. The other oak tree and the Modesto ash tree to be preserved are both street <br />trees. There are nine trees which are greater than six inches in diameter identified for <br />removal. These trees are exotics and will be replaced with sixteen new trees, a 1.7:1 <br />replacement ratio. In light of the tree size and replacement ratio related to a 0.26 acre site, <br />staff believes that the trees to be removed are substantially mitigated by the proposed <br />landscaping plan. <br />As conditioned by staff, all trees would be a minimum of 15 gallons in size except that <br />three of those trees will be 24" box size, as conditioned. Shrubs would be a minimum <br />size of 5-gallons. Staff believes that the proposed plant species and locations are <br />appropriate and would mitigate removal of the existing trees. As recommended in the <br />Downtown Design Guidelines, the applicants propose to landscape areas adjacent to <br />SR:05:258 <br />Page 7 <br />
