<br />Conclusion <br />The additional information reinforces the recommendation from Staff to the Planning Commission. The <br />subject site: <br /> . Is an infilllot within the Downtown Specific Plan Area; <br /> . Is designed with architecture reflecting the design and development standards of the <br /> Downtown residential area; <br /> . The recommendations of Cannon Design Group enhance the architecture, but does not <br /> significantly change it; <br /> . The project blends into the downtown character and provides 'Main Street' consumers <br /> adding to the viability and success of the Downtown; <br /> . Provides for affordability by design providing a niche housing type for first time <br /> young professional and entry level individuals; <br /> . Is supported by the Housing Commission without decrease of the number of dwelling <br /> units; <br /> . Loss of heritage trees are mitigated on site by a 1.7:1 ratio providing 16 trees on a 0.26 <br /> ac site; <br /> . Adequate on site tandem parking providing three (3) spaces per detached single-family <br /> residential unit and two (2) spaces per attached multi- family residential unit. <br />Recommendation <br />Staff recommends the Planning Commission: <br />I) Find that the proposed PUD development plan is consistent with the General Plan, <br /> Downtown Specific Plan, and the purposes of the PUD ordinance; <br />2) Find that the Environmental Impact Report for the Downtown Specific Plan anticipated <br /> that a high density residential project would be located on the site therefore, no other <br /> environmental documentation is required; <br />3) Make the PUD findings numbers I through 7 identified in the staff report; <br />4) Adopt a resolution recommending approval of PUD- 37 to the City Council for a rezoning <br /> from RM-1500 to PUD-HDR and for development plan approval for a 6-unit residential <br /> development as shown on Exhibit A, subject to: <br /> a. Modified conditions of the May 11,2005 Planning Commission hearing; <br /> b.
