<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The construction of Callippe Preserve Golf Course is now substantially complete, All of the <br />holes have been seeded; the maintenance facility, cart barn, and clubhouse completed; and the <br />infrastructure supporting the golf course finished, Some punch list items remain, such as <br />replacing sections of concrete path, replacing dead or dying trees, and repainting the golf course <br />driving range poles; however, the repair work is progressing smoothly and will be completed <br />prior to opening the course, CourseCo, the course operator, is actively growing and maintaining <br />the facility in preparation of opening for public play the week of November 7, 200" <br /> <br />The final payment to Ferma for the construction of the course has not yet occurred pending <br />resolution of the final items of work. Staff expects Ferma to file construction claims with the <br />City for work performed that it believes was outside the scope of the contract. Discussion of the <br />claims will include penalties due the City from Ferma for exceeding the construction schedule, <br />The timing of the settlement of the claims will not affect the opening of the course, and most <br />likely will occur after the course is fully operational. <br /> <br />At the March I" 200, City Council meeting, staff reported the City's projected cost for the <br />project as ~3)J million, This amount has now been reduced by ~800,000, as staff has further <br />refined the housing developer's required participation for infrastructure serving the 34 lots and <br />the adjacent TTK property, The City's projected cost for the 14).acre golf course and related <br />facilities (clubhouse, maintenance facility and cart barn), Happy Valley infrastructure, <br />environmental mitigation, j.mile trail system, and purchase of an additional 280 acres of open <br />space surrounding the project is delineated below: <br /> <br />.; Golf Course and related facilities <br />.; Open space, trails and environmental mitigation <br />.; Infrastructure (water, sewer, roads) <br /> <br />~20,1 million <br />,,8 million <br />8,6 million <br />~34j million <br /> <br />The final project cost to the City may be further reduced depending on the number of existing <br />and future homeowners in the Happy Valley area that elect to connect to the City water and <br />sewer system and pay a prorated reimbursement of the infrastructure cost. <br /> <br />The cost estimate includes a contingency to address the anticipated Ferma construction claims <br />noted above; however, the final negotiated/arbitrated claims amount may not be known for some <br />time. <br /> <br />SR 0):2)) <br />Page 2 <br />
