Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />This proposed annexation consists of 11.65 acres owned by Mr. Clarence Dutra, who is <br />requesting annexation to the City of Pleasanton. This property is contiguous to the City <br />boundary at the westerly property line of the TTK property. The TTK property was included <br />with the golf course annexation, Annexation No. 150, Happy Valley (see attached vicinity <br />map). <br />The City of Pleasanton adopted a Specific Plan for Happy Valley in 1998. The Specific Plan <br />covers an 860 -acre area, which includes the Dutra parcel. The Specific Plan was adopted in <br />conjunction with a pre - zoning of the 860 -acre area to allow for the development of a municipal <br />golf course, residential housing, open space, and agricultural uses. <br />This parcel was pre -zoned for Semi -Rural Density Residential with maximum density of one <br />house per two acres. At this time, no development plan for this property has been submitted <br />to the City or the County. <br />DISCUSSION <br />General Plan Issues <br />This annexation is consistent with the City's General Plan. The General Plan states that the <br />annexation of parcels of unincorporated land is critical to the effective system of municipal <br />services. The General Plan identifies the following criteria for evaluating annexation <br />proposals: <br />1. The public agencies, which provide services, should be able to serve the annexed area with <br />existing or expandable services. <br />This property will be served by the utilities extended from Alisal Street. Utilities within the <br />annexation area may be constructed and financed with a proposed development. <br />2. The proposed annexation should be a logical extension of an existing planned or developed <br />area. <br />This proposed annexation is contiguous to the City limits at the westerly propertj line of <br />the TTK property.
