authorization from CDFG to proceed. If the removal of nest trees is unavoidable, they <br /> shall be removed during the non-breeding season. <br /> <br />24. Prior to the commencement of grading, the developer shall submit a projected <br /> timeline for the completion of grading and construction of the widened Clara Lane to <br /> the owner of the Elgamal parcel and all other residents that currently use Clara Lane <br /> as an access to their homes. The developer shall be responsible for and make all <br /> reasonable efforts to ensure that these residents are provided an access to their homes <br /> at all times during the construction of this project. <br /> <br />25. At no time shall campers, trailers, motor homes, or any other vehicle be used as living <br /> or sleeping quarters on the construction site. All such vehicles shall be removed from <br /> the site at the end of each work day. <br /> <br />26. The haul route for all materials to and from this development shall be approved by the <br /> City Engineer prior to the issuance of an encroachment permit. <br /> <br />27. If archeological materials are uncovered during grading, trenching, or other on-site <br /> excavation, all work on site shall be stopped and the City immediately notified. The <br /> county coroner and the Native American Heritage Commission shall also be notified <br /> and procedures followed as required in Appendix K of the California Environmental <br /> Quality Act. A similar note shall appear on the improvement plans. <br /> <br />28. Portable toilets used during construction shall be kept as far as possible from existing <br /> residences and shall be emptied on a regular basis as necessary to prevent odor. <br /> <br />29. The developer shall submit a dust control plan as part of the improvement plans. This <br /> plan shall include the following measures in order to avoid adverse impacts on air <br /> quality during construction: <br /> <br />a. All active unpaved construction areas shall be watered at least twice daily or treated <br /> with non-toxic soil stabilizers in order to avoid dust. Exposed stockpiles of dirt or <br /> sand shall be enclosed, covered, watered twice daily, or treated with non-toxic soil <br /> binders. <br /> <br />b. If soil material is carried on public or private roads, such roads shall be swept daily <br /> with water sweepers to control dust, where applicable. <br /> <br />c. In graded construction areas, permanent replacement vegetation shall be planted as <br /> quickly as possible, properly irrigated, and maintained in healthy growing condition. <br /> Graded areas that remain inactive for ten days or more during the rainy season <br /> (October 1 to April 1) without permanent replanting shall be hydroseeded or <br /> stabilized. <br /> <br /> Page 6 <br /> <br /> <br />
