landscaping would be provided for each phased expansion to improve and enhance the <br /> existing site. The pattern and timing of use for the church is such that peak use periods <br /> occur on weekends, thereby minimizing any adverse effects on local traffic. In addition, <br /> the church has no plans to expand the existing preschool program; thus, there would not <br /> <br /> increased impacts, in terms of noise, traffic, etc. to the nearby residents. Staffbelieves the <br /> proposed expansion will not detrimentally impact surrounding uses, will have adequate <br /> parking to meet project demand, and as conditioned, this finding can be made. <br /> <br /> C. That the proposed conditional use will comply with each of the applicable provisions <br /> of the zoning ordinances. <br /> <br /> Chapter 18.124 of the Municipal Code (Conditional Use) states that, because of their <br /> unusual characteristics, conditional uses require special consideration so that they may be <br /> located properly with respect to their effects on surrounding properties. The proposed <br /> expansion plan, with reasonable conditions of approval, can integrate the proposed <br /> expanded church use without detrimentally affecting the surrounding properties or the <br /> City in general. This third finding can be made. <br /> <br />VIII. ENVIRONMENTAL ASSESSMENT <br /> <br />This project will not have a significant effect on the environment and is exempt from <br />environmental review pursuant to California Environmental Quality Act Guidelines, Section <br />15301, Existing Facilities, Class 1, subsection 9(e)(2) (A) and (B). <br /> <br />IX. CONCLUSION <br /> <br />With the conditions, staffbelieves that the master expansion plan for the church facility has <br />addressed the concerns brought by the residents and that it has minimized physical impacts. The <br />layout and design of the expansion complements and enhances the aesthetic appearance of the <br />existing facility. Staff encourages the church members and architect to continue their design <br />efforts in future expansion phases. <br /> <br />X. STAFF RECOMMENDATION <br /> <br /> Staff recommends that the Planning Commission approve Case PCUP-138/PDR-391 by taking <br /> the following actions: <br /> <br /> 1.
