Staff finds that this proposal has eliminated the driveway option, which has addressed the <br />primary concern of the neighborhood. Thus, it is not necessary to have the residents re- <br />comment on the proposed design and site development, and no neighborhood meeting has been <br />organized to review this proposal. <br /> <br />Hearing Notice <br /> <br />Notices regarding the proposed conditional use permit application and related public hearing <br />were mailed to property owners and tenants within 1,000 feet of the subject property. At the <br />time this staff report is being prepared, no party has contacted staff on the subject matter. <br /> <br />VII. FINDINGS <br /> <br />The Planning Commission must make the following findings prior to granting ora use permit: <br /> <br /> A. That the proposed location of the conditional use is in accordance with the <br /> objectives of the zoning ordinance and the purpose of the district in which the site is <br /> located. <br /> <br /> Objectives of the zoning ordinance include: fostering a harmonious, convenient, <br /> workable relationship among land uses; protecting existing land use from inharmonious <br /> influences and harmful intrusions; and insuring that public and private lands ultimately <br /> are used for the purposes which are most appropriate and beneficial to the City as a <br /> whole. <br /> <br /> The master expansion plan has been designed to minimize impacts to the nearby <br /> residential properties. As conditioned, staff feels that the proposed master expansion plan <br /> would be consistent with the intent of the zoning code. Staff feels that the existing church <br /> operation has generally been compatible with the surrounding neighborhood and that the <br /> expansion will continue to complement the neighborhood. The applicants will also be <br /> required to mitigate any future nuisances, which may occur as a result of the proposed <br /> expansion; therefore, staff feels this finding can be made. <br /> <br /> B. That the proposed location of the conditional use and the conditions under which it <br /> would be operated or maintained will not be detrimental to the public health, safety, <br /> or welfare, or materially injurious to the properties or improvements in the vicinity. <br /> <br /> Churches are a common conditional use in residential areas in Pleasanton. The City's past <br /> experience shows that churches make "good neighbors." The proposed expansion plan <br /> has grouped additions to the existing church and an on-site turnaround area is provided <br /> for emergency vehicles to eliminate a new driveway onto a residential street.
