Staff has included a condition of approval (Condition #25) requiring the applicant follow <br />the tree preservation measures as stated in the arborist's report. <br /> <br />In case that mature and heritage sized trees need to be removed from the subject site to <br />accommodate the proposed development, the project developers have been asked to pay for in <br />the amount equal to the appraised value of the subject trees. The City uses the money to plant <br />trees elsewhere in the City where needed. Thus, in addition to require the installation of the <br />landscaping plan as proposed, staff has also added a condition of approval (Condition #26) <br />requiring monetary compensation for the loss of the trees prior to the issuance of a building <br />permit. The specific monetary amount would be determined by the Planning Director based on <br />the appraised value. <br /> <br />Other Site Improvements <br /> <br />At the neighborhood meetings, the nearby residents addressed concerns of existing property <br />maintenance, including the fencing around the preschool playground area and the landscaping in <br />general. A landscaping plan is provided for Phase I construction. Staff has added a condition of <br />approval (Condition #29) requiring a detail landscaping and irrigation plan, including planting <br />species, sizes, and quantifies, be submitted for the review and approval by the Planning Director <br />prior to the issuance of a building permit. Staff has also included a condition of approval <br />(Condition #13) requiring the existing fence be improved as part of Phase I construction. <br /> <br />Parking lot lights would be included in Phase II construction to provide for security and safety. <br />Considering the adjoining residential uses, staff has added a condition of approval (Condition <br />#9) requiring light details, include a light fixture details and a lighting cut-sheet, be submitted <br />for the parking lot reconfiguration and expansion during Phase II design review. <br /> <br />Traffic <br /> <br />A traffic study is not required for the proposed multi-phase master expansion project. The <br />Traffic Engineer, however, in review of the proposal, indicated that a traffic study will be <br />required in the event that the preschool program expands.
