Parking <br />Although a minor addition to the existing worship area is part of the Phase ! construction, this <br />addition does not result in an increase in seating capacity in the worship area. Thus, no changes <br />to the existing parking are proposed in Phase I construction. <br />The Pleasanton Municipal Code requires that a church with an on-site school provide the larger <br />of the number of parking spaced required for the church or that required for a school use. As <br />previously mentioned, the proposed expansion plan does not include the expansion of the <br />existing preschool program. Thus, the required parking would be calculated based on the church <br />expansion. The parking requirement for churches is one space for every six seats, or 75 spaces <br />for St. Clare's at build-out. The proposed shows that a total 104 parking space would be <br />provided upon the completion of the new sanctuary (Phase II). Staff believes that this number is <br />adequate to support the 450-seat new sanctuary at Phase II construction. <br /> While the number of parking spaces proposed for the site exceeds the minimum number of <br /> required spaces per the Pleasanton Municipal Code, both staff and the church's experience has <br /> been that parking demand is usually greater, particularly during special events and religious <br /> holidays. The church believes the 104 spaces would be needed during full attendance of the <br /> Sunday services when the new sanctuary is constructed. Due to the anticipated limited use of <br /> much of the parking lot, it may be appropriate to use a grass paving system, such as turf-block <br /> for the reconf~gured parking lot and the e×tended parking lot north of the church building. The <br /> grass paving system would create a pastoral ambience and it would help provide the necessary <br /> storm water treatment to meet with the Green Building requirements. Staff has included a <br /> condition of approval (Condition #9) requiring pervious paving system be used on the extended <br /> parking lot in Phase II expansion. <br /> <br /> Landscaping Plan <br /> As stated in the proposal, "Landscaping would be provided around each building and parking <br /> areas at each phase of the development. The landscape plan provides a palette of plant materials <br /> to provide a coordinated campus feel at the completion of build-out." <br /> A tree report has been prepared by HortScience in October 2004. The report surveyed 16 trees <br /> on the subject site, and indicated that, to accommodate the proposed Phase ! improvement, four <br /> of the 12 trees would be removed, which includes a 21-inch diameter sized coast live oak. The <br /> tree report included recommendations to preserve the remaining 2 ~rees; however, it did not <br /> provide an appraised value of the tree that need to be removed.
