Commissioner Arkin <br /> seconded the motion. <br /> <br /> Commissioner Blank requested an amendment to the motion to limit the location and <br /> operation of the proposed use to Phase I and to add the following language to the <br /> condition: "Separate Planning Commission approvals shall be required for design <br /> review approvals for future expansions as well as a conditional use permit <br /> modification if additional uses or significant expansion of uses are proposed with <br /> Phases II or III." <br /> <br /> Commissioners Fox and Arkin accepted the amendment as proposed. <br /> <br /> The motion carried unanimously. <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Deny the appeal and approve the revised master expansion plan (PCUP-118), shown in <br /> Exhibit B, to allow the expansion of the existing church facility in three phases; approve <br /> the design review (PDR-391) for Phase I construction, and require, in the future, design <br /> review by the Planning Commission for Phase II and Phase IlL <br /> <br />SUMMARY: <br /> <br /> The proposed project has been revised as a result of neighborhood-Church facilitation <br /> process between the Church, the Valley Trails neighborhood, and the City. As <br /> conditioned, the proposed master expansion plan for St. Clare's Episcopal Church meets <br /> the requirements of the zoning code, addresses site access and traffic circulation, <br /> considers site layout in terms of neighborhood compatibility and Church functions, and <br /> provides sufficient parking at buildout based on the requirements of the Zoning <br /> Ordinance. Approval of the revised Master Plan would allow improvements of the <br /> existing site and require only design review of Phase II (sanctuary building and parking <br /> lot expansion) and Phase III (administrative building) by the Planning Commission. The <br /> appellants had stated a number of concerns which have been mitigated by design and <br /> agreements reached regarding the proposed expansion related to the building siting, <br /> parking, open space buffers, noise and aesthetics. <br /> <br /> SR:05:244 <br /> Page 2 <br /> <br /> <br />
