THE CITY OF ~

lo L £ A S&N TON, CityCouncil
Staff Report

September 6, 2005
Parks and Community Services

SUBJECT: PRELIMINARY REVIEW OF CONCEPTUAL/SCHEMATIC
DESIGN AND DEVELOPMENT STRATEGIES FOR THE
PROPOSED FIREHOUSE ARTS CENTER

STAFF RECOMMENDATION:

That the City Council and Civic Arts Commission review and discuss the
proposed conceptual and schematic design for the Firehouse Arts Center;
review the latest cost estimates and fundraising updates; and provide
direction to staff regarding a phasing approach or reallocation of funds from
other capital projects prior to further review/input from appropriate City
commissions.

SUMMARY: A joint workshop with the City Council and Civic Arts Commission is being
held to discuss possible strategies related to the funding and further
development and construction of the proposed Firehouse Arts Center. This
project would result in the adaptive reuse of Historic Pleasanton Fire Station
#4 at 4444 Railroad Avenue, and include an arts center with a 240 seat
theater ideal for youth theater, intimate musical concerts, and literary events;
an art gallery; classrooms; and an inviting lobby area. The City Council has
allocated $6 million for the project, and the Pleasanton Cultural Arts
Foundation has affirmed its intention to raise additional funds for the
improvements. ELS Architecture and Urban design has worked with a
Community Task Force to develop a beautiful, yet modest design for the
facility. Current cost estimates indicate the facility would cost $8,444,000
to construct if bid by January 2006; however, construction costs are
anticipated to continue rising in this unstable bidding climate. The Civic
Arts Commission has reviewed the schematic design and recommended that
the facility be constructed as originally envisioned. Project architects,
Foundation members, and staff will be available at tonight's workshop to
present the design, review costs, provide possible phasing strategies, share

SR 05:241
Page 1
