initiate a July 4th fireworks display, and that decision was not supported by the public safety <br />agencies, the Board would risk losing its insurance coverage for all Fair events. <br /> <br />In addition to contacting the Alameda County Fairgrounds, staff discussed possible coordination <br />ora July 4th fireworks event with the Pleasanton Downtown Association (PDA). Christine <br />Salidivar, PDA Executive Director, indicated that the organization could not take on the <br />responsibility for fireworks due to insurance, safety, manpower and other concerns. She noted <br />that a significant increase in the insurance premium forced the PDA to discontinue hosting the <br />Downtown classic car show each August, which was held in conjunction with the Good Guys <br />event. <br /> <br />LIVERMORE FIREWORKS EVENT <br /> <br />The Livermore Area Recreation and Park District (LARPD) is responsible for planning and <br />execution of the annual Livermore July 4th fireworks event. The event requires the assistance <br />and cooperation of the City of Livermore, Lawrence Livermore Lab, and the Livermore <br />Pleasanton Fire Department. Staff from LARPD provided the following information about its <br />annual fireworks event: <br /> <br /> Crowd control and security are primary concerns. <br />· An event site with controllable boundaries is preferable for public safety purposes. <br />· Inspections by various entities are required. <br />· LARPD's event includes pre-show activities and items, such as vendor booths, food sales, <br /> information booth, children's activities, and stages with live band music. These activities <br /> keep people busy, entertained, and out of trouble before the actual fireworks show begins. <br />· LARPD is responsible for arranging Alameda County Health Department inspections of food <br /> facilities, as its difficult and risky to leave it to individual organizations. <br />· Service groups were allowed to sell alcohol and are required to obtain appropriate Alcohol <br /> Beverage Control (ABC) permits. <br />· LARPD assumes responsibility for set-up and striking the event. <br />· If Pleasanton decided to also hold a fireworks event, it could be taxing for the Livermore <br /> Pleasanton Fire Department to provide resources for both events. <br />· Costs for a pyrotechnic company to produce a 15-18 minute production is $20,000-$30,000. <br /> <br />Included for the Commission's review is a memorandum prepared by the Livermore Pleasanton <br />Fire Department concerning a possible July 4th fireworks display. The Fire Chief and Fire <br />Marshal point out in their report a number of logistical issues that would be involved, particularly <br />if the event were moved from the Fairgrounds site. There is mention of moving the event to an <br />alternate location, such as the Bernal Property, although there are logistical issues with that site as <br />well. In addition to parking constraints and freeway traffic, a majority of the central parcel is <br />currently being used for agriculture, which would preclude its use for fireworks.
