In order to use private lots for an event such as this, the City would likely have to negotiate <br />agreements with the property owners of those lots. These agreements could include use fees, <br />deposits, insurance and liability coverage in case of damages, and provision of security and <br />clean up crews. Shuttle services may also need to be negotiated. <br /> <br />Circulation and Traffic: Stoneridge Drive near 1-680, Johnson Drive, Hopyard Road, as well <br />as all minor arterials leading to those main thoroughfares would likely experience bumper-to- <br />bumper traffic, with drivers trying to find parking as close to the site as reasonably possible. <br />Drivers may also be tempted to stop along or near the West Las Positas overpass "just for a <br />quick peek" at the fireworks, causing traffic concerns. <br /> <br />The California Highway Patrol (CHP) has expressed significant concerns about potential traffic <br />problems in the area. A fireworks display at the proposed site would be seen from the 1-580/680 <br />interchange, including all on and off ramps. Drivers could slow down on the freeway to take a <br />quick look, causing potential rear end collisions. Drivers could also make unsafe lane changes <br />trying to suddenly exit from the freeway to get to the event site. Drivers might also decide to <br />pull over onto the freeway shoulder, causing other drivers to slow down to "see what the <br />emergency is". The CHP was particularly alarmed with this latter issue possibly occurring on <br />the freeway flyovers. These incidents would add to the CHP's already busy workload in dealing <br />with July 4th holiday traffic incidents. <br /> <br />Illegal Fireworks: "Safe and Sane" labeled fireworks can still be sold and used legally in <br />Dublin, but are illegal in Pleasanton. In Attachment 4, Fire Marshal Carlson also notes that a <br />large pyrotechnic display could increase the likely use of illegal fireworks in official and <br />unofficial viewing areas. This would become dangerous for areas such as Foothill Road, which <br />is adjacent to dry vegetation. <br /> <br />Impact on Public Safety Resources: The Independence Day holiday usually results in a <br />higher-than-normal level of calls for service. The Police Department will already have <br />additional officers on duty to handle the increased holiday calls. LPFD will also be handling <br />increased holiday calls, as well as providing support to the Livermore fireworks event. The <br />CHP, similar to Pleasanton Police, handles a higher-than-normal number of calls on the <br />Independence Day holiday. All three (3) agencies would be greatly impacted by the addition of <br />a major fireworks show. <br /> <br />FISCAL IMPACT <br /> <br />Conservative estimates for providing a City sponsored fireworks show range from $70,000- <br />$100,000. If the Council expressed interest in such an endeavor, staff would provide specific <br />project costs for consideration prior to making a final decision. <br /> <br /> SR 05:144 <br /> Page 4 <br /> <br /> <br />
