Required Safety Zone for Launch: Eric Carlson, LPFD Fire Marshal, provided an analysis of <br />the proposed event site in a May 23, 2005 email (Attachment 4). The fallout zone for a 12-inch <br />mortar (large display) could force the closure of all streets in the area, as well as impact 1-580 <br />and 1-680. The potential traffic congestion would impact both the Pleasanton Police and the <br />California Highway Patrol. Wind conditions the night of the event could also blow debris into <br />the Valley Trails and Val Vista neighborhoods. <br /> <br />DSRSD Requirements: In speaking with DSRSD Assistant General Manager Dave Requa, he <br />indicated that the District would set the following conditions, at a minimum, for use of its <br />property: <br /> · A formal written request from the City to use the property. <br /> · A written agreement between the agencies which would address the obligations of each <br /> party, insurance and liability coverage, provision for public safety standby units, debris <br /> handling, issues regarding the contracted pyrotechnic operator, handling of emergencies, <br /> required event staffing, etc. <br /> · Indemnify and hold DSRSD harmless for any claims. The minimum coverage limit <br /> would likely be in excess of $1 million. <br /> · Coordinate the event with DSRSD's sludge application schedule. <br /> · Estimate the amount of debris potential (possible debris landing sites, who will clean up, <br /> etc.). If debris landed in any of the District's facultative sludge lagoons, it could be <br /> detrimental to operations. <br /> · Authorized personnel only (i.e., the pyrotechnic company) would be allowed on the site. <br /> · Pyrotechnic company and the City would need to acknowledge (in writing) that the sewer <br /> sludge could pose a health risk. <br /> · DSRSD would require a significant deposit (to be determined) to ensure site clean up and <br /> restoration. <br /> · Workers from the Johnson Drive treatment plant may need to be assigned to monitor the <br /> event on overtime, and respond as necessary. <br /> · DSRSD's formal review of the event proposal. <br /> · The District's legal counsel may suggest additional requirements. <br /> <br /> Spectator Areas: The proposed location poses some difficult challenges in terms of viewing <br /> sites. There is no one specific place immediately outside the fallout zone that could provide <br /> viewing space for 10,000-12,000 spectators (similar to the Livermore Area Recreation and Park <br /> District's event), and 5,000-6,000 vehicles (assuming 2 persons per vehicle.) <br /> · On-street parking could impact the Val Vista and Muirwood residential neighborhoods. <br /> · Stoneridge Mall and the Hacienda Business Park are potential sources of significant <br /> parking, but that would require additional coordination with several private entities. <br /> <br /> SR05:144 <br /> Page 3 <br /> <br /> <br />
