THE CITY OF <br /> <br />pL£AS&NTONo CityCouncil <br /> Staff Report <br /> <br /> September 6, 2005 <br /> Public Works Department <br /> City Attorney's Office <br /> <br />SUBJECT Reimbursement Agreement with Standard Pacific of Northern <br /> California for Oversized Storm Drain Line <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Staff recommends that the City Council approve the attached <br /> Reimbursement Agreement and authorize the City Manager to execute it. <br /> <br />SUMMARY Standard Pacific of Northem Califomia developed Garden Villages I (Tract <br /> 6593) at the east end of Stoneridge Drive in 1996. At that time, Standard <br /> Pacific installed an oversized storm drain line to benefit properties south of <br /> the development, at the request of the City. However, a reimbursement <br /> agreement was not finalized. The oversized storm drain line came to staff's <br /> attention with the Ponderosa/Busch development. A reimbursement fee was <br /> collected by staff, but has not been distributed to Standard Pacific pending <br /> authorization for this Reimbursement Agreement. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Standard Pacific of Northern Califomia developed Garden Villages I (Tract 6593), an 87-1ot <br />residential subdivision at the east end of Stoneridge Drive, south of the Arroyo Mocho to the <br />northern end of Martin Avenue. Garden Villages I was the first phase of a 295-1ot residential <br />development. <br /> <br />With the construction of Garden Villages I, Standard Pacific installed an oversized storm drain <br />line from Martin Avenue to the Arroyo Mocho. The City required Standard Pacific to oversize <br />the storm drain line to accommodate further development upstream (south) of its development. <br />The City and Standard Pacific discussed a reimbursement arrangement when the properties to the <br /> <br /> SR:05:245 <br /> <br /> <br />
