users of it. Without the widening / extension to E1Charro, traffic would move to the
Stanley - Valley route and / or El Charro - Stoneridge, depending on the connections at
E1 Charro.

Alternative street patterns which do not create the straight-forward link from Valley to E1
Charro have been discussed. These include:
· blocking through traffic on Busch just easterly of the Transfer Station
· "replacing" Busch Road's link to E1 Charro with an extension of Boulder Street
and putting industrial traffic onto the new street, not Busch.

The various options for connecting or not coimecting Valley to E1 Charro (using Busch
Road or other streets) are best judged in conjunction with review of land use options in
the East Side area.

Foothill Road Widening

Foothill Road would become six lanes from 1-580 to Stoneridge, four lanes from
Muirwood (S) to Stoneridge, and be widened to add left-turn lanes from Muirwood (S) to
Castlewood.

The model predicts minor shifts of traffic from Hopyard and Stoneridge, with additional
traffic shifted off of local collectors as a result of this widening. Regional cut-through
traffic would likely increase marginally. Special consideration for traffic at Foothill High
School is justified based on peak volumes and safety considerations. The model
indicated that this widening would reduce overall travel times and vehicle miles traveled
on City streets.

Hopyard Road Widening

Hopyard Road would become a full four lanes from Valley to Del Valle Parkway. Total
traffic volumes can be accommodated by the high capacity two lane, with turn lane,
configuration presently in existence. The widening has no significant impact on shifting
traffic, driving times, or vehicle miles traveled.

Vineyard Aveune Widening

Vineyard would be restriped/widened to four lanes from Bernal easterly to about Clara
Lane (just easterly of Montevino Drive.)

This section serves primarily the Ruby Hill and Vineyard corridor areas while providing
arterial access to the Vintage Hills neighborhoods. The model predicts that this widening
would reduce trips on local collectors in the Vintage Hills area and reduce cut-through
traffic on Tawny - Touriga. The model also notes the potential afternoon regional cut-
through traffic potential for eastbound Vineyard, depending on the attractiveness of
Stanley Blvd. and other eastbound routes. Constricting capacity on this segment was
