APPENDIX C
Assumed Street Widenings and Extensions
in Various Network Alternatives

The modifications to the "existing plus approved" street network (Alternative A)
undertaken in Alternatives B and C are widenings, extensions, and an interchange which
presently are a part of the City's Circulation Element. These streets are currently
partially built or unbuilt. They form the simplest starting point for reviewing alternatives
since all have long been a part of the City's traffic plans.

A full description of all street widenings was included in the January 11, 2005 workshop
staff report and is summarized here. A full description and discussion of the street
extensions and interchange is included in this Appendix.

Bemal Avenue Widenin~

Bernal Avenue would be widened to four lanes on the following segments:
--Foothill Road to 1-680 - portions are fully built, requires bridge widening
beyond bridge currently designed and in C.I.P.
--First Street to Independence - requires restriping only if bike lanes are
removed/relocated.
--Angela Street to Nevada Street requires restriping/removal of on-street
parking and widening one lane northbound from Vineyard (N) to Tawny.
The Sunol to Vineyard segment attracts considerable future traffic, both local traffic and
regional cut-through. Note that the 2-lane segment from Independence to Angela
remains, creating a constraint on use of this route as a full-length by-pass of the First St.
corridor. Widening the segments here shifts some traffic from First and Main where
excess capacity does not exist.

Widening the Foothill - 1-680 segment was shown to have only a minor effect on traffic
switches.

Busch Road Widening

Busch Road would become a four-lane, divided roadway from Valley to E1 Charro. This
street will be fully widened from Valley to Ironwood Drive by the Ponderosa project on
Busch Ranch. The remainder is two lanes, partially private at the Hanson site. Right-of-
way and improvement would be completed as adjoining vacant/underdeveloped lands are
developed.

In both Alternatives B and C this street is heavily used by traffic seeking to use an El
Charro route either north or south in order to avoid the Stanley-Valley or 1-580
congestion. Traffic is heavily worker trips, although regional cut-through traffic is
projected to use this street as well. Land uses to be developed on the Hanson and Kie-
Wit properties are linked to the rest of the City by this arterial and would be primary
