Bernal Avenue at Vineyard Avenue (N) <br />Mitigation - Widen Bernal Avenue to 4 lanes including Arroyo Del Valle Bridge <br />The 1996 General Plan includes the widening of Bemal Avenue to 4 lanes north of Angela Street. This <br />includes Bemal Avenue north and south of this intersection. Widening the bridge over Arroyo Del <br />Valle will provide increased southbound left turn capacity from Bemal Avenue to Vineyard Avenue. It <br />will also allow the traffic signal at the intersection to be upgraded to a far more efficient operation. <br />These changes will significantly reduce congestion and delay at the intersection for Pleasanton residents. <br />However it will also likely facilitate an increase in traffic along the Vineyard Corridor. <br /> <br />E1 Charro Road at Busch Road <br />Mitigation - Widen both E1 Charro Road and Busch Road into 4-lane divided roadways <br />The 1996 General Plan includes the widening of Busch Road and El Charro Road as 4-lane divided <br />roadways. The Year 2025 scenarios that include some of the 1996 General Plan road widenings assume <br />that both of these roadways are 4-lane divided roads. <br /> <br />First Street at Kottinger Drive / Spring Street <br />Mitigation - Make Spring Street one-way westbound between First Street and Railroad Street. <br />Constructing a traffic signal at this intersection has resulted in significant increases in traffic volumes <br />along Spring Street and Kottinger Drive resulting in severe LOS F conditions at this intersection. The <br />smooth flow of traffic along First Street helps to improve Transit service time, improved emergency <br />vehicle access, and reduces traffic volumes along Second Street. <br /> <br />The Year 2025 scenarios studied assume that First Street remains a 3-lane road, with Spring Street being <br />made one-way westbound between First Street and Railroad Street. This reduces traffic along the <br />narrowest section of Spring Street and reduces congestion and delay at First Street by eliminating the <br />eastbound approach to the intersection. This change would have no impact on pedestrian circulation at <br />the intersection, and would increase pedestrian safety by eliminating eastbound left tums over the north <br />crosswalk. <br /> <br />First Street at Ray Street / Vineyard Avenue <br />Mitigation - Upgrade the traffic signal to provide protected/permissive left turn arrows. <br />The existing signal operations for Vineyard Avenue and Ray Street are very inefficient and reduce green <br />time along First Street. East and westbound traffic moves separately, with each direction timed long <br />enough for pedestrians to cross First Street. By providing left turn arrows for both directions and <br />allowing east/west through traffic and pedestrians to cross concurrently, more green time will be <br />available for residents on First Street traveling through, or making left tmns at the intersection. <br /> <br />Foothill Road at Canyon Way / Dublin Canyon Road <br />Mitigation - Restripe and upgrade traffic signal to provide triple southbound and eastbound left turn <br />lanes <br />Double left turn lanes are recommended when left turn traffic volumes reach 300 vehicles per hour. The <br />southbound left turn at this intersection is forecast to reach over 700 vehicles per hour in the morning as <br />drivers try to access the Mall, BART and all of the offices in the Mall area. Restriping and <br />reconfiguring the traffic signal to convert the #1 southbound through lane into a third left turn lane <br />significantly reduces left turn delay and queuing, while still providing LOS C conditions for southbound <br />through traffic. Canyon Way will need to be widened to accept traffic from three left turn lanes. <br /> <br />4 <br /> <br /> <br />
