This delay increases
by 47 to 66 seconds in the Year 2025 (44% to 61% increase). Drivers traveling
eastbound along Route 1 experience about 2 minute and 34 seconds of delay in
2003. This delay increases by 29 to 44 seconds (19% to 29%) by the Year 2025.

Drivers traveling from Kamp Drive to the Stoneridge Mall or back home again in
the afternoon experienced about 3 minutes and 40 seconds of delay in 2003. This
delay is forecast to increase from 35% to 55 % by the Year 2025 in either direction.

The driving from Hansen Drive to the Commercial area on Pimlico Drive, or back
home again in the afternoon along Route 3 experiences about 5% to 15% more
delay in the Year 2025 as existed in 2003 (9 to 35 more seconds of delay).

Delays experienced along Route 4 in the afternoon just about double in the
southbound directions along the Neal Street - First Street - Sunol Boulevard
corridor by the Year 2025. The increase in northbound delays in 2025 vary
significantly with a 54 second increase with Alternative C, and a 3 minute and 46
second delay increase with Alternative A (a 175% increase in delay).

Delays experienced along Route 5 in the afternoon decrease by 50% leaving the
City eastbound on Stanley Boulevard, and stay about the same, entering the City
westbound from Stanley Boulevard by the Year 2025.

Conclusion: Generally, the above tables show that there is no clear trend as to which
Alternative performs better in the Year 2025 for these selected routes since in some
cases there is less delay with Alternative C compared to the others, and in some cases
more delay.

27
