Local street traffic changes were most marked on streets leading to and over 1-580 and on
Dublin Blvd. Eastbound ramp volumes increased as allowed by the increased metering
rate; northbound overpass volumes generally headed towards Dublin Blvd. decreased. The
net effect was found to be mildly beneficial on city freeway feeder streets south ofi-580.
The largest beneficiary from this capacity increase was found to be Dublin Blvd. easterly of
Fallon (El Charro) Rd. The additional capacity at 1-580 appears to have the effect of
Pleasanton work trips choosing to use it rather than the Stanley Blvd. eastbound route.
Sunol Blvd. volume barely drops, while Stanley Blvd. sees a 500-plus net drop in
eastbound traffic. Regional cut-through routes and eastbound Pleasanton worker trips
appear to not head as frequently to Santa Rita Rd. to bypass 1-580 congestion.

The 1-580 capacity improvement modeled allows increased volumes eastbound at the
metered ramps. Its primary benefit appears to be moving Pleasanton and Dublin workers
onto the freeway. Capacity does not increase westerly of Hacienda Dr., but elimination of
the eastbound bottleneck allows about 460 more vehicles through the 1-680-to-Hacienda
Dr. segment. This does not appear to be sufficient to significantly change the regional cut-
through volumes in the North Pleasanton area, volumes which were not large to begin with.

Table 3 Effects of Widening Highway 84---Four Lane Expressway

Street Segment

Net Change in Peak Hour
Volumes (# Trips)
AM
Northbound / Southbound

Net Change in Peak Hour
Volumes (#Trips)
PM
Northbound / Southbound

Highway 84
East of Hwy. 1-680 +921 +242 +1,122 +1,061
North of Vineyard +599 +800 +765 +6 ! 5
North of Stanley +205 +189 +285 -73

1-680
North of Hwy 84 -503 -449
South of Sunol -263 -417
South of Bemal -366 -257
South of I-580 no significant change

-319 -382
-309 -170
-175 -162
no significant change

Foothill plus Pleasanton-
Sunol Rd.
South of Castlewood

-303 -584 -497 -702

Stanley
East ofE1Charro

A.Mo
Eastbound / Westbound

P.Mo
Eastbound / Westbound

-292 -233 -335 -745

Sunol
EastofI-680

-201 -276 -364 -479

14
