Morning regional cut-through traffic is predominantly southbound, avoiding southbound <br />congestion on Highway 84 and the 1-580/I-680 interchange westbound to southbound, as <br />follows: <br /> <br />Stanley Blvd. to enter Pleasanton, mostly destined for Sunol Blvd. and then 1-680, <br />Pleasanton-Sunol Rd., and Foothill Rd. routes southbound; <br />Santa Rita Rd. to Bernal Ave./1-680 southbound ramps via W. Las Positas- <br />Hopyard-Valley; <br />Hacienda Dr. to Stoneridge Dr./1-680 southbound ramps; <br />Foothill Rd. southbound, with most traffic heading for the Stoneridge Dr. <br />interchange, but with some continuing southbound along its full route. <br /> <br />The volumes of regional cut-through traffic grows on all these routes, but only the cut- <br />through traffic on the Stanley Blvd. is a significantly large percentage of total traffic (43%), <br />due mainly to congestion on 1-680. Other regional cut-through traffic occurs along Sunol- <br />First-Stanley eastbound and at the Dublin Canyon-Foothill route to 1-580. <br /> <br />Afternoon peak hour regional cut-through traffic is primarily northbound to eastbound <br />due both to Highway 84 congestion and congestion on 1-580 east of 1-680. Afternoon cut- <br />through trends include the following: <br /> <br />Gateways at Foothill Rd. at Castlewood Dr., Pleasanton-Sunol Rd. at Castlewood <br />Dr., Sunol Rd./1-680, and westbound Stanley Blvd. at Bernal Ave. have large cut- <br />through traffic volumes as a pementage of total traffic; <br />The Bemal Ave. and Stoneridge Dr./1-680 interchanges are used by northbound <br />traffic for routes headed east as an alternative to First St.; <br />The limited use by eastbound regional cut-through traffic of the Stoneridge Dr. <br />interchange southbound and the Hopyard Rd. and Hacienda Dr. interchanges to <br />bypass 1-580 congestion, most of which re-enters the 1-580 freeway; <br />The use of Foothill Rd. to Stoneridge Dr., West Las Positas Blvd., and Bernal Ave. <br />to reach either Stanley Blvd. or more easterly access points along 1-580. <br /> <br />While not significant, regional cut-through traffic uses the morning cut-through routes in <br />the afternoon to avoid the 1-580/I-680 interchange. However, Highway 84 is congested <br />southbound in the afternoon by Year 2025, so the "morning" pattern cut-through on <br />Stanley-First/Bernal-Sunol becomes significant. In addition, congestion on southbound 1- <br />680 in the afternoon causes vehicles to exit at Sunol Blvd. southbound to use Foothill Rd. <br />and Pleasanton-Sunol Rd. southbound. <br /> <br />The Year 2025 regional street network includes the planned eastbound HOV lane on 1-580 <br />(Santa Rita to Greenville), a full 6-lane Isabel (Highway 84) from 1-580 (with full <br />interchange) to Stanley (with 4 lanes continuing through Pigeon Pass), Jack London's <br />extension to El Charro, and a 6-lane Dublin Blvd. extended to Livermore. This new <br />eastbound capacity, coupled with increased congestion within North Pleasanton, appears to <br />have reduced to near zero the 1-580 to Stanley cut-through traffic.
