ATTACHMENT B <br /> <br /> City Council Priorities <br /> Adopted April 19, 2005 <br /> Goals I Project Description <br /> <br />BERNAL PROPERTY <br />Plan for the Future Development of the Bernal Property, which Includes 300 acres of City. Owned Property for Public Use <br /> Completion of Phase I Lighted Sports Fields Involves the design and construction of approximately 10 acres of the proposed <br /> 50-acre community park planned for the central parcel of the Bemal Property. <br /> Improvements will include two (2) lighted baseball diamonds, a casual use field <br /> paved central plaza area, children's play apparatus area, mstrooms, parking <br /> and other related improvements. <br /> <br /> Phase II Specific Plan and Community Park Master Park Adoption This project will finalize the overall design for the vadous uses within the Bemal <br /> Property, including the Master Plan design for the remainder of the <br /> approximately 50-acre community park. This item also involves bringing this <br /> item to a vote of the people. <br /> Bemal Property Creek Restoration/Mitigation The project creates a dparian habitat by meandering the existing creek through <br /> the Bemal Property and planting of native plant species. <br /> <br /> Coordinate construction of Valley Avenue underpass at Junipero Street This project involves coordinating construction with Greenbriar Development <br /> (the funding developer) and the railway authority to complete project by June <br /> 2006. <br /> <br />GENERAL PLAN <br />Complete a Comprehensive Update to the City's General Plan, and Coordinate the Remaining Development in the City as it Approaches General Plan Bulldou~ <br /> General Plan Update Process - va~ous elements include: This project includes an update to the General Plan consistent with the process <br /> 1. Vision/Mission Statement and schedule as approved by the City Council. <br /> 2. Land Use Element <br /> 3. Circulation Element <br /> 4. Housing Element (if required) <br /> 5. Public Safety Element <br /> 6. Public Facilities Element <br /> 7. Conservation and Open Space Element <br /> 8. Noise Element <br /> 9. Air Quality Element <br /> 10. Community Character Element <br /> 11. Economic and Fiscal Element <br /> 12. Subregional Planning Element <br /> 13. Energy Element <br /> <br />CITY FINANCES <br />Plan For and React To Future State Fiscal Issues; Maintaining the City's Fiscal Sustainability <br /> Short- and Long-Term Fiscal Analysis This involves developing long-term financial pianning consistent with revenue <br /> and expenditure projections, including cost containment initiatives. The <br /> immediate short term is being addressed by the City Budget. <br /> <br /> Comprehensive Fee Study This will involve evaluating City fees to determine appropriateness of existing <br /> amounts. This will primarily involve evaluation of development processing fees <br /> (e.g. planning, building, engineering). <br /> <br /> AFFORDABLE HOUSING <br /> Address Affordable Housing Issues; Where and How to Plan for it <br /> Assisted Living Facility Development (Junipero/Sunol) Pursue development of a 105 unit assisted living facility with BRIDGE Housing. <br /> <br /> Low-Income Housing Fund - Expenditure Plan Develop strategy to utilize Iow-income housing fund and prioritize the uses for <br /> public benefit <br /> <br /> Participate in Kottinger Place Task Force Activities Review the potential for redeveloping Kottinger Place and Pleasanton Gardens. <br /> <br /> Affordable Housing Opportunities - Outreach Develop communication strategy to better communicate affordable housing <br /> opportunities (e.g., silent seconds, clearinghouse, etc.) <br /> <br /> Page I of 4 <br /> 8/16/2005 <br /> <br /> <br />
