THE CITY OF 6H
pL£ AS&NTON city Council
Staff Report

August 16, 2005
Public Works Department

SUBJECT: REVIEW OF CRELLIN ROAD PILOT PROGRAM AND
CONSIDERATION OF SPEED BUMPS AND RADAR SPEED
SIGNS

STAFF RECOMMENDATION:

Staff recommends that the City Council take the following action at the
meeting of August 16, 2005:

Approve the modification of the City of Pleasanton's Traffic
Calming Program to allow the use of modified Speed Lumps
and Radar Speed Signs in the Program.

SUMMARY: The City of Pleasanton's Traffic Calming Program has been in use for
over 7 years. Since that time many advancements in the types of devices
have been made. Engineering staff has monitored these advancements
and has evaluated many of the new technologies. Several of these new
technologies are able to fill a low cost/low parking impact need that is
currently unavailable in the traffic calming program.

Staff has completed the Pilot Study of Speed Lumps on Crellin Road and
found that the critical speed on the roadway has dropped from 32 miles
per hour to 27 miles per hour. The speed lumps cost about ~A the cost of
a traffic circle and had a significant impact in the speed of vehicles. The
speed lumps were modified to eliminate delay to Fire Department
response times and the before and after studies by the Fire Department
confu'm that no additional delay was recorded due to the speed lump
installation.

Currently, the Traffic Calming Toolbox, part of the Traffic Calming
Program, specifically excludes speed humps. Staff recommends that
modified speed lumps be added to the City of Pleasanton's Traffic
SR:05:223
