Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />On December 17, 2002, by resolution, the City Council formed Underground Utility District <br />No. 02-1 (UUD 02-01), which provided for the undergrounding of the existing overhead <br />utility lines on First Street from West Angela Street to Stanley Boulevard, and on Kottinger <br />Drive from First Street to St. Mary's Creek. The street lighting project (CIP 025071A) <br />provided for the replacement of street lighting currently mounted on PG&E poles that will be <br />removed as part of the undergounding of overhead utilities along First Street. Originally, the <br />project provided for the replacement of only eighteen lights along First Street currently <br />mounted on the PG&E power poles. During the community outreach, residents had requested <br />that decorative lighting be used instead of the standard cobra-head lighting. Additionally, <br />since these improvements are within the downtown specific plan area, Planning DeparUnent <br />staff had requested that the existing City-owned cobra-head light fixtures on First Street from <br />Vineyard Avenue to Old Stanley Boulevard be replaced with the decorative lighting. These <br />changes resulted in the installation of a total of sixty-three new decorative street light fixtures. <br />On October 5, 2004, City Council awarded the project to the low bidder, Richard A. Heaps, <br />Electrical Contractor Inc., for the installation of lighting improvements along First Street <br />(CIP-025071A). Construction of the subject project is now complete and ready for <br />acceptance. <br /> <br />STATUS OF OTHER RELATED UNDERGROUND CONVERSION WORK <br /> <br />PG&E has completed the installation of mainline underground conduit along First Street for <br />electrical, phone, and cable television. PG&E is now runnin§ conduit onto private properties <br />along First Street (service laterals) and has started pulling wires for the mainline conduit <br />within First Street. The City's electrical contractor, Prism Engineering, is cominuing to <br />install conduit and electrical conversion boxes on private property (CIP-025071B).
