Honorable Mayor and Members of the City Council: BACKGROUND On December 17, 2002, by resolution, the City Council formed Underground Utility District No. 02-1 (UUD 02-01), which provided for the undergrounding of the existing overhead utility lines on First Street from West Angela Street to Stanley Boulevard, and on Kottinger Drive from First Street to St. Mary's Creek. The street lighting project (CIP 025071A) provided for the replacement of street lighting currently mounted on PG&E poles that will be removed as part of the undergounding of overhead utilities along First Street. Originally, the project provided for the replacement of only eighteen lights along First Street currently mounted on the PG&E power poles. During the community outreach, residents had requested that decorative lighting be used instead of the standard cobra-head lighting. Additionally, since these improvements are within the downtown specific plan area, Planning DeparUnent staff had requested that the existing City-owned cobra-head light fixtures on First Street from Vineyard Avenue to Old Stanley Boulevard be replaced with the decorative lighting. These changes resulted in the installation of a total of sixty-three new decorative street light fixtures. On October 5, 2004, City Council awarded the project to the low bidder, Richard A. Heaps, Electrical Contractor Inc., for the installation of lighting improvements along First Street (CIP-025071A). Construction of the subject project is now complete and ready for acceptance. STATUS OF OTHER RELATED UNDERGROUND CONVERSION WORK PG&E has completed the installation of mainline underground conduit along First Street for electrical, phone, and cable television. PG&E is now runnin§ conduit onto private properties along First Street (service laterals) and has started pulling wires for the mainline conduit within First Street. The City's electrical contractor, Prism Engineering, is cominuing to install conduit and electrical conversion boxes on private property (CIP-025071B). The project is on schedule with completion anticipated in Spring of 2006.
