of alternatives would not include an alternative site because this would not assist in making <br />choices for this particular site: an alternative site would not meet the City's objectives for the <br />Bernal Property. <br /> <br />IDENTIFICATION OF ALTERNATIVES <br /> <br />Staff and consultants have identified four potential alternatives, below, that are recommended for <br />evaluation in the EIR. These are collectively intended to meet the CEQA requirements discussed <br />above. They are ~urther intended to provide City decision-makers with an array of alternative <br />plan components (uses, locations, etc.), some of which are intended to reduce or mitigate specific <br />impacts for consideration as the planning process unfolds. This will also allow the various <br />suggestions that have been raised by community members and agencies in the past to be kept <br />alive for possible inclusion in the final project. <br /> <br />Alternative 1 <br /> <br />In Alternative 1 (Attachment 2), the ACE Train Station would remain at the Fairgrounds site. <br />However, a pedestrian bridge would be constructed over Bernal Avenue to connect the Station <br />with the Cultural Arts Center (CAC) parking lot. Some split-level parking at the CAC would be <br />constructed to reduce the visual impact of paving. The height of the 800-seat indoor theatre <br />would be minimized. <br /> <br />The football/lacrosse field would be relocated from the Community Park south of and adjacent to <br />Valley Avenue, and a second football/lacrosse field would be added next to it. This would allow <br />for more open area within the Community Park. <br /> <br />Agriculture and the Environmental Education Center would not be developed west of 1-680. The <br />potential pedestrian tunnel under 1-680 would be eliminated. A second major street connection <br />to the Central Area would be added mid-way between the newly constructed Fire Station and <br />Pleasanton Avenue to reduce the level of traffic impacts at the Bernal Avenue/Pleasanton <br />Avenue intersection. <br /> <br /> Finally, the wetlands/lake area proposed in the Preferred Plan between Valley Avenue and 1-680 <br /> would be replaced with fewer wetlands (confined to the existing pond area) with the remaining <br /> area being planted with oaks and meadows. <br /> <br /> Alternative 2 <br /> <br /> In Alternative 2 (Attachment 3), the ACE Train Station would be located north of, and adjacent <br /> to, Valley Avenue. The CAC would be located south of Valley Avenue and have partial <br /> driveway access to Bernal Avenue through the area currently designated by the Phase !
