policy issues agreed upon, that this is the direction this body of elected officials gave to staff and <br /> these are the things that are going to be done. <br /> <br /> Pleasanton City Manager Nelson Fialho then addressed the Group and stated that what he heard <br /> from the Group was: <br /> · An agreement to delay certification of the EIR until August 17. <br /> · Staff is to collectively work on the broad themes discussed today and report back to this <br /> same group sometime in August. <br /> · There should be some sort of mechanism to memorialize an understanding between the <br /> three agencies which could be an MOU, contract, or a policy statement. <br /> · There will be a firm timeline developed for implementation of both the short and the <br /> long-term improvements. <br /> · Funding strategies will be developed for water quality improvements. <br /> · The agencies will jointly work on a strategy for informing the public as to what we are <br /> collectively doing as a region on water quality. <br /> <br /> Mr. Myers stated that as a courtesy, the certification will be postponed until August but, <br /> depending on how these discussions proceed, may not be able to be delayed beyond that point. <br /> <br /> Pleasanton Councilmember McGovem again thanked the Zone for delaying the certification and <br /> giving staff a chance to talk about these issues together. <br /> <br /> Chair Hosterman recognized Ms. Margaret Tracy from the audience. <br /> <br /> Ms. Tracy stated that another issue that should be considered now is the relationship between <br /> increased groundwater pumping and decreased water quality. For the sixteen years that she was <br /> on the Zone 7 Board, she heard staff and state conferences that when you pump out of the Basin <br /> you lower the hydraulic barrier that keeps the poor quality of water in the fringe basins and <br /> allows it to flow into the central basin which is a bigger problem to clean up. The EIR and the <br /> Group's discussion should include this relationship. <br /> <br /> Chair Hosterman thanked Ms. Tracy for her comments. <br /> Chair Hosterman requested staff to set a date in August for the Group to meet. <br />8.
