He noted, however, that it would give everyone a chance to voice their opinions by <br />voting on whether or not they wish to pay for better water quality and when the rates do go up no <br />blame can come back to the Zone for raising rates. <br /> <br />Zone 7 Director Greci commented that he would like a commitment from all of the agencies for <br />an educational effort for the community on water quality. He stated that it is imperative that the <br />people in the Valley are educated about proper fertilizer usage and all the environmental issues <br />that are so important. Contamination of the Basin could be a real problem especially by the <br />intrusion of salt. It needs to be a joint effort to commit to get more involved and communicate. <br />It can solve some of the problems. <br /> <br />DSRSD Director Scannell summarized that, after listening to this discussion, the policy issues <br />discussed and the issues that he felt that the group was in agreement on were: <br /> · Well Master Plan EIR certification is being postponed to accommodate additional <br /> comments. <br /> · Staff will look at possible interim water quality improvement measures and associated <br /> costs. <br /> · Staff will look at Director G-reci's idea for a joint education program and see what could <br /> collaboratively be done in terms of education. <br /> · There needs to be a better understanding of Zone 7's operations and what could be done <br /> operationally to improve water quality. <br /> · There should be contracts on various points that provide assurances to the agencies. <br /> · The Well Master Plan should be clarified stating it shall not be operated in a manner so <br /> not to degrade water quality providing there is no drought or any other issues. <br />Zone 7 President Kalthoff asked the Zone 7 Boardmembers present if they were comfortable <br />with the extension of the certification date of the Well Master Plan from the Board meeting in <br />June to August 17. They all indicated concurrence with the extension. <br /> <br /> Chair Hosterman summarized the following: · There was a consensus of the elected officials to meet again in August. <br /> · DSRSD and Pleasanton would be allowed to comment on the Zone's Water Master Plan <br /> EIR prior to the August Zone 7 Board meeting. <br /> · Everyone agrees that taste, odor and hardness are top priority issues for the water <br /> consumers in the Valley and need to be addressed. <br /> · Other creative options to improve delivered water quality should be explored. <br /> · Funding mechanisms or strategies (and moving toward identifying possible future rate <br /> increases) will be discussed further by staff. <br /> · The retailers must work together - get buy in from all. <br /> · There needs to be a way to memorialize these understandings so that everyone has a <br /> common understanding of the broad policy issues that have been agreed upon so that <br /> there is something concrete - such as minutes and an agreement. <br /> <br /> Chair Hosterman then stated that she understands DSRSD and Pleasanton would like to <br /> memorialize these discussion in writing. She noted that issues have been identified for staffs <br /> from the three agencies to discuss. She reiterated that DSRSD and Pleasanton would like to be <br /> able to have some type of a written document that states this group met today, that these are the <br /> <br /> <br />
