Director Hansen she would keep the presentations to only 20-minutes each. It was agreed that <br />Zone 7 would go first to be followed by DSRSD and City of Pleasanton. <br /> <br />Zone 7 General Manager Dale Myers noted that all the projects that Zone 7 had promised in <br />2003 as part of their Water Quality Improvement Plan are on schedule. He summarized the <br />various current Zone 7 water quality projects and their timelines: (1) Interim Carbon Feed <br />Systems (to correct the earthy, musty taste) - Spring/2005; (2) Dissolved Air Flotation which is <br />the upgrading of Del Valle treatment plant which would provide additional capacity of surface <br />water - Winter 2006/Spring 2007; (3) Phase I/II combined 6 mgd demineralization (softening) <br />project: Mocho Wellfield - Spring/2007; and (4) Phase I/II combined 24 mgd Altamont <br />Treatment Plant & Pipeline - Spring 2006. Mr. Myers explained the Water Quality <br />Improvement Plan is to be reviewed and updated every 2 years. The initial review process was <br />started March 2005. <br /> <br />He reported that the purpose of the Well Master Plan project is to ensure the continued reliability <br />of existing water for times of drought or emergency outages. The Well Master Plan EIR is <br />tentatively scheduled to be certified on June 15, 2005 by the Zone 7 Board of Directors. The <br />project entails constructing 8-10 additional new wells over the next 20 years. <br /> <br />Chair Hostennan thanked Mr. Myers and Zone 7 for the presentation. <br /> <br />DSRSD District Engineer Dave Requa stated that the Zone has made several changes in their <br />planning process over the last 3-4 years to better address the District's interest on water quality; <br />District staff feels the Zone 7 plan is headed in the right direction. He summarized the District's <br />expectations of Zone 7 which are: (1) provide a safe and reliable water supply system; (2) <br />provide improved water quality in the west end of the Valley; (3) make sure there is no <br />degradation of water quality in the east end of the Valley; (4) implement improvements in a <br />timely and cost-effective manner; and, (5) solid commitments to reach these goals. He also <br />noted that from the reliability standpoint the Well Master Plan is well-thought out and <br />appropriate. The District's concern with the plan is that the wells could be operated or used in a <br />way that would degrade water quality by increasing groundwater pumping. The District would <br />like to see some type of agreement or understanding how the wells would be operated so as to <br />not degrade water quality. <br /> <br /> Pleasanton Utility Planning Manager Steve Cusenza stated that he too believes that Zone 7 is <br /> doing a good job. However, he noted that customer satisfaction regarding delivered water <br /> quality in the Valley is low. He noted that there is still a significant difference between hardness <br /> levels within the Zone 7 treated water system. He mentioned the positive things being done by <br /> Zone 7 such as: (1) acquiring adequate water supply for all potable water demands, through build <br /> out of 2030, (2) current South Bay Aqueduct (SBA) and the Zone 7 water treatment plant <br /> facilities can sustain demands through year 2013, (3) the treatment plant and the out-of-valley <br /> groundwater storage projects will extend this date, and (4) SBA expansion project is on track. <br /> The City of Pleasanton complimented Zone 7 Board and staffon the progress in all these areas. <br /> <br /> Mr. Cusenza stated that Pleasanton has a few concerns with regards to the Zone 7 Well Master <br /> Plan. They are: <br /> · No statement or commitment on when or how the new wells will be operated. <br /> <br /> <br />
