St. Clare Episcopal Church was constructed in 197In June 1976, the City approved a conditional <br />use permit (UP-76-16) allowing the construction of a church building, St. Clare's Episcopal <br />Church, at 3550 Hopyard Road. The approval <br />included a six-classroom Sunday school. In August 1978, the City allowed a private school (K- <br />S) to be operated within the existing church facility (UP-78-15) with a maximum of 75 students. <br />Subsequently, the school obtained a conditional use permit for the operation of a day care center <br />for 12 children (UP-84-43) between the hours of 9:00 a.m. to 3:00 p.m., Monday through <br />Friday. <br /> <br />During the past 26 years, few improvements have occurred to the existing church building or to <br />the site. The private school has since relocated and a church sponsored preschool has taken its <br />place. The preschool is licensed by the State for 80 children. Additionally, St. Clare's continues <br />to share the existing 66 parking spaces with the Masonic Lodge located at 3470 Hopyard Road. <br />Shared parking is via a recorded agreement for the benefit of both uses. <br /> <br />In September 2004, Wenell, Mattheis, Bowe, Architecture and Planning, on behalf of St. Clare's <br />Episcopal Church, submitted a master expansion plan. The Masonic Lodge has reviewed the <br />proposal and is in support of the expansion. <br /> <br />The master plan expansion is proposed in three phases, spanning 25 years or more. The first <br />phase, an immediate need, is the addition of the sanctuary and the multipurpose room with a <br />minor addition to the administrative office. The second phase is a large sanctuary worship room, <br />and the third phase is a new administrative office. The exact timeframe would be dependent on <br />financing by the church membership. Both the church and staff agree that it is imperative that <br />the church submit a master expansion plan and receive City approval for the entire building of <br />the church complex so that this information is available to current and future residents in the <br />area. <br /> <br /> II. SITE DESCRITION <br /> <br /> The subject site is a 2.08-acre parcel located on northwest corner of Hopyard Road and Valley <br /> Trails Drive (south). The existing church building, approximately 9,000 square feet in building <br /> area, is situated on a western portion of the lot. The site adjoins the property to the northeast <br /> with the Masonic Lodge. The shared parking lot is located between the two buildings. <br /> <br /> The site has minimum landscaping. A fenced playground for the preschool is located on the west <br /> side of the church facility, abutting National Park Road. <br /> <br /> The subject site borders single-family residential use to the west, across from National Park <br /> Road, and to the north, City's Sports Park and residential use to the east, across from Hopyard <br /> Road, and Harvest Valley Christian Church and single-family uses to the south. <br /> <br /> Case No. PCUP-118/PDR-391 Planning Commission <br /> Page - 2 - <br /> <br /> <br />
