Phase III - In Phase III of the Master Plan, the Administration Building
would be built in the area north of the current existing building. Site
improvements will include landscaping and concrete walkways. The
parking constructed in Phase II will service the Phase III addition.

Fire Access: Fire access is provided to all buildings from the north and
south parking lots via the entrance on South Valley Trails Road with a
Fire lane connecting the two parking area's. To enable the fire trucks to
make a 180 degree turn on site, a Harmnerhead layout will be provided.
The parking lot drive aisles, turning radii, Hammerhead and other
configurations have been designed in accordance with Livermore-
Pleasanton Fire Department standards. The parking layout has been
reviewed by the Fire Department and found to be appropriate for their
requirements. Two fire hydrants will be placed on site as directed by the
Fire Marshall.

Construction Staging: Initial improvements for Phase II would develop
the new north parking lot and grade the pad area for the Worship Facility.
The south parking area would remain open for weekday and weekend
Church and Mason use until the north parking lot is complete. The south
parking area will then be utilized for the construction materials yard and
staging.

Phase III staging would utilize a small portion of the north parking area,
and area adjacent National Park Drive; the north parking area would
remain open and accessible to the Church and Masons during
construction.

Lighting: Lighting will be provided throughout the parking areas for
security and safety at a maximum 1 footcandle/s.f. The lighting will be
maximum 25-foot pole mounted lights, with shielded reflectors to direct
light out and downward away from property lines and neighboring
properties. The perimeter of the buildings will have downlights or
landscape uplights for building accent. Low-level bollard lights will be
placed along pedestrian paths.

Landscaping: Landscaping will be provided around each building and
parking areas at each phase of the development. The landscape plan
provides a palette of plant materials to provide a coordinated campus feel
at the completion of build-out.

Trash: A new trash enclosure would be built with development of Phase
II. The trash enclosure would be located in the north-east comer of the
existing south parking lot and would be structured to comply with current
local and State requirements for masonry enclosure, steel gates, overhead
coveting and internal drainage.

Page 4
