ST. CLARE'S EPISCOPAL CHURCH
PLEASANTON , CALIFORNIA

Revised May 2005

PROJECT DESCRIPTION

St. Clare's Episcopal Church (the Church) seeks approval of a Conditional Use Permit for
a multi-phase master site plan development of expanded Church facilities.

The site is located at 3350 Hopyard Road, Pleasanton, California. ( APN # 2427-05-72 )
The Church has occupied the site since June of 1976 and has seen its role primarily as a
place of worship, Christian Education and community service for Pleasanton and the Tri-
Valley area. The Church has continually supported the community through monthly food
donations, monthly monetary donations to local charities, and participation in numerous
charitable programs for needy families. The Church facilities are also used by numerous
community groups for meetings and serve as an activity space for the Boy Scouts Al-
anon support groups and others. The Church has also operated a successful Preschool
Program since 1989 serving the greater Pleasanton area.

The Church was granted previous Use Permits from the City of Pleasanton for the Church
use and the Preschool use at this property. The Church is expanding its facilities to allow
for continued growth of the congregation, offer an increase in ministerial service to the
community and to modernize their ministry facilities.

The proposed Master Plan provides the Church with additional facilities for worship,
fellowship, administration and Christian education, by increasing the existing 9060
square feet to 28,955 square feet over several phases of improvements. The net area of
the site is 2.09 acres (90,996 square feet).

St. Clare's Episcopal Church adjoins property to the northeast with the Pleasanton
Masonic Lodge. At one time the Church owned both properties. In 1978, the Church
sold the northeast portion of its property to the Masonic Lodge, with a 25-foot recorded
access easement across the remaining south portion of the Church's property to South
Valley Trails Drive. A single parking lot was developed at the southeast coruer of the
Church's parcel to serve both facilities. This shared parking agreement continues to
serve both facilities today.

The proposed Master Plan continues and expands upon this shared parking agreement.
Beginning with Phase II of the Master Plan, a new parking lot with an approved Hammer
Head layout would be constructed on the northwest portions of both the Church and the
Mason's parcels and will be connected to the existing parking lot area by a fire lane.
The 25-foot access easement to the Mason's parcel would be relocated and recorded to
this new driveway and parking lot. The existing parking lot would be modified [I~ E O

4 2005

CITY OF PLEASANTON
PLANNING DEPT.
