Commissioner Blank requested an amendment to the motion to limit the location and <br /> operation of the proposed use to Phase 1 and to add the following language to the <br /> condition: "Separate Planning Commission approvals shall be required for design <br /> review approvals for future expansions as well as a conditional use permit <br /> modification if additional uses or significant expansion of uses are proposed with <br /> Phases II or III." <br /> <br /> Commissioners Fox and Arkin accepted the amendment as proposed. <br /> <br /> The motion carried unanimously. <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Deny the appeal and approve the master expansion plan (PCUP-118), shown in <br /> Attachment 2, to allow the expansion of the existing church facility in three phases; <br /> approve the design review (PDR-391) for Phase I construction, and require, in the future, <br /> design review by the Planning Commission for Phase II and Phase III. <br /> <br />SUMMARY: <br /> <br /> As conditioned, the proposed master expansion plan for St. Clare's Episcopal Church <br /> meets the requirements of the zoning code, addresses site access and traffic circulation, <br /> considers site layout in terms of neighborhood compatibility and Church functions, and <br /> provides sufficient parking at the build-out. Approval of the Master Plan would allow <br /> improvements of the existing site and require only design review of Phase II (sanctuary <br /> building and parking lot expansion) and Phase III (administrative building) by the <br /> Planning Commission. The appellants have stated a number of concerns and potential <br /> impacts associated with the proposed expansion. Staff has held two neighborhood <br /> meetings in an effort to resolve the issues and to achieve a plan that would balance the <br /> needs of the Church to expand while mitigating impacts to the neighborhood. The <br /> Planning Commission has recommended approval of Phase I only, and two residents of <br /> the Valley Trails neighborhood have appealed. Staffhas suggested several options for <br /> the Council in considering this matter. <br /> <br /> Honorable Mayor and Member of the City Council: <br /> <br /> BACKGROUND <br /> <br /> St. Clare's Episcopal Church is located on the southwest comer of Hopyard Road and Valley <br /> Trails Drive, on a site of approximately 2.09 acres in size. The site is also bordered by National <br /> Parks Road on the west. The Church facility was constructed in 1979.
