Act (CEQA). Furthermore, in-fill development projects on sites of five acres or less that have
no habitat for endangered, rare, or threatened species, that can be adequately served by all
required utilities and public services, that are consistent with the General Plan and zoning
regulations, and would have no significant effects on traffic, noise, air quality, or water quality
are also categorically exempt (Class 32) from CEQA. Staffbelieves that the project meets the
conditions of the Class 11 and 32 exemptions. Therefore, no environmental document
accompanies this report.

FISCAL IMPACT

No sales tax revenue would be generated and property tax revenue would decrease until a new
commercial building is approved by the City and constructed. In the interim, emergency
response requests for City police and fire services would reduce by replacing the sports
bar/restaurant with an office parking lot. Overall, staff believes that approval of the application
will have little or no net fiscal impact on the City.

CONCLUSION

Based on the failings of the prior two tenants, it does not appear that the site can financially
support another restaurant or sports bar, most likely duc to its location at the end of a cul-de-sac
and poor visibility from the surrounding streets. Therefore, staff does not have an issue with
removing the existing building. The proposed parking lot would provide additional parking to
serve the needs of the tenants in the Pleasanton Corporate Commons campus. As conditioned,
staffbelieves that the parking lot is well designed, integrates seamlessly with the existing parking
lots, and provides adequate planter areas for landscaping.

STAFF RECOMMENDATION

Staff recommends the City Council approve Case PUD-81-22-11M by taking the actions
previously listed on pages 1-2 of this report.

Respectfully Submitted,

of Susan Rossi Nelson Fialho
Planning and Community Director of Finance City Manager
Development

SR:05:203
Page 4
