DRAFT <br /> <br />In response to an inquiry by Commissioner Blank regarding energy-efficient lighting, <br />Mr. Rasmussen replied that it was included in the proposal. <br /> <br />Mr. Fotheringham displayed a color plan of the site details on the screen, and described the <br />major features, including the lighted ballfields. <br /> <br />Commissioner Blank would like to see the most energy efficient lighting possible to meet the <br />foot-lumens per square foot standard. <br /> <br />Commissioner Fox expressed concern about the traffic circles and believed that some drivers <br />new to the park would take a short cut the wrong way on the traffic cimles. <br /> <br />Commissioner Arkin favored the use of traffic cimles but expressed concem that they would be <br />too small. <br /> <br />Chairperson Maas expressed concern about the gravel road and believed that it would add to <br />wear and tear on cars. Mr. Fotheringham noted that was a temporary solution due to budget <br />constraints and pointed it out on the display. He noted that if the bids came in lower, that section <br />could be paved. <br /> <br /> Chairperson Maas strongly urged the paving of that section of road. <br /> <br /> Commissioner Arkin agreed with Chairperson Maas' assessment. <br /> <br /> Commissioner Blank suggested that this project be conditioned to meet the required foot-lumens <br /> identified in the specifications. <br /> <br /> In response to an inquiry by Commissioner Fox regarding the play structures, Mr. Fotheringham <br /> replied that there were two different play structures for the younger and older children. <br /> <br /> THE PUBLIC HEARING WAS OPENED. <br /> <br /> There were no speakers. <br /> <br /> THE PUBLIC HEARING WAS CLOSED. <br /> <br /> Ms. Nerland noted that Conditions Nos. 5 and 6 dealt with the possibility of finding Native <br /> American remains on the site, which were slightly inconsistent. Staffrecommended that <br /> Condition No. 5 read, "A representative of the Native American Indian community shall be <br /> notified and invited to be on-site during grading and ground-disturbing activities."
