DRAFT <br /> <br />PUD-46~ City of Pleasanton <br />Application for Planned Unit Development (PUD) development plan approval for lighted <br />sports fields at the Bernal Community Park on an approximately 13-acre site located <br />south of Bernal Avenue, north of Valley Avenue, and several hundred feet west of the <br />Union Pacific Railroad tracks. Zoning for the property is PUD (Planned Unit <br />Development) District. <br /> <br />Ms. Decker introduced Mr. Wayne Rasmussen, Rasmussen Planning, Inc., Project Consultant, to <br />present the staffreport. <br /> <br />Commissioner Fox disclosed that she had spoken with the applicant. <br /> <br />Mr. Rasmussen summarized the staff report and described the planning processes required for <br />this project. He noted that City Council approved the Specific Plan the previous night, which <br />would update the existing draft Phase II Specific Plan. As a result of the design competition and <br />discussions, Council has provided direction; the Council would be updated in several months <br />with a new plan. The formal public heating process and the environmental impact report would <br />follow. He noted that the second part of the planning process was the 50-plus acre community <br />park, located on the eastern side near the middle school. The third area of planning would be a <br />13-acre portion of the community park under discussion. <br /> <br />Staffbelieves that the plan to be presented by Mr. Michael Fotheringham is consistent with the <br />General Plan, which is very vague for that area. The Phase I Specific Plan discussed the City <br />developing certain uses within the Phase II area, including the fire station, which is currently <br />under construction. A 30- to 50-acre commtmity park is also included, as well as the storm water <br />detention basins and the berm to the west of the freeway. Staff believes it is consistent with five <br />years of input received by the City. He described the traffic flow to the park and noted that the <br />baseball fields have been separated from the nearest residential area by 800 feet, which staff <br />believes will mitigate any noise from the game. He described the light standards and screening <br />for the ballfields; the state of the art lighting systems would direct light on the playing field. <br />Staff believes that the light and noise impact would be less than significant. <br /> <br /> Staff recommended that the Commission make a finding of"de minimus impact" that the project <br /> would not have a significant impact on the environment and recommend to the City Council to <br /> adopt a negative declaration for the project be based on three EIRs already prepared for the <br /> Bemal property and to approve PUD-46 subject to the conditions of approval listed in Exhibit B <br /> of the staff report. <br /> <br /> In response to an inquiry by Commissioner Fox regarding the approvals granted by City Council <br /> the previous evening, Mr. Rasmussen replied that it approved the location of the Cultural Arts <br /> Center in the northeast comer of the Bemal property and eliminated the ACE Train Station from <br /> the preferred plan; it will be shown as an alternative in the EIR. With the deletion of the ACE <br /> Train Station, there is an opportunity to bring some recreational uses to that area.
