The primary possible environmental impacts evaluated in this Initial Study relate <br /> substantially to vehicular traffic, noise, and light and glare. These topics are discussed in <br /> Phase I Bemal EIR and in more project level detail in the following Study. <br /> <br />3.0.1. Conformance of Proposal with Pleasanton General Plan Policies: <br /> The General Plan Map permits park and recreational uses at the subject site. The current <br /> zoning is Planned Unit Development (PUD) District. <br /> <br /> The proposed Project uses would contribute to numerous policies detailed in the General <br /> Plan Conservation and Open Space Element that call for a variety of active and passive <br /> recreational facilities, lighted community park facilities, and trails to accommodate the <br /> needs of a diverse community. The Conservation and Open Space Element policy <br /> direction includes the following: Goal 4, Policy 11, Program 11.1, Programs 11.3 <br /> through tl.7, Program 11.12, Policy 12, and Programs 12.1 and 12.2. <br /> <br /> Staffbelieves that the proposed park use for this property is consistent with the General <br /> Plan and that this use will greatly assist in implementing the above policies and programs <br /> of the General Plan. <br /> <br /> X <br /> May be Insignificant Insignificant <br /> Significant if Mitigated <br /> <br /> 3.02. Impact on Existing Uses (On- and Off-Site) <br /> <br /> The Project site is currently in use as a hay field under contract between the City and <br /> local farmer (lessee). For information relating to the conversion of agricultural land to <br /> urban use, please refer to the Bernal Property Phase I EIR. Development of this site <br /> would alter its existing agricultural character by introducing recreational uses. The <br /> Project area is bordered by open space on all sides. Uses located farther to the east <br /> include the Union Pacific Railroad tracks, Hearst Elementary School, and Pleasanton <br /> Middle School. <br /> <br /> The design of the Project has included extensive public involvement to help ensure that <br /> uses in the surrounding the area would not be unduly affected by impacts such as traffic, <br /> noise, and lighting. These impacts are discussed later in this Initial Study.
