THE CITY OF & ,~,~ .m. <br /> <br />pL£ASANTONo CityCouncil <br /> Staff Report <br /> <br /> Finance Department <br /> July 19, 2005 <br /> <br />SUBJECT: AUTHORIZATION TO RELEASE CONFIDENTIAL FINANCIAL <br /> DATA TO BAY AREA ECONOMICS IN CONJUNCTION WITH THE <br /> GENERAL PLAN UPDATE <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Staff recommends that Council take the following actions: <br /> 1. Authorize the release of business license tax data to Bay Area <br /> Economics (BAE); <br /> 2. Approve the attached resolution authorizing the release of sales tax data <br /> to BAE; and <br /> 3. Authorize staff to amend the confidentiality section of the contract with <br /> BAE accordingly. <br /> <br />SUMMARY: The City recently contracted with Bay Area Economics (BAE) for services <br /> related to Economic Development and Fiscal Modeling in conjunction with <br /> the General Plan update. These services will include a study on existing <br /> economic conditions to be used to develop an Economic Development Plan. <br /> In order to conduct this study, BAE will need access to confidential data from <br /> the City's business license and sales tax databases. Staff is seeking <br /> authorization to release this data and amend their existing contract to assure <br /> confidentiality of the data. <br /> <br /> Honorable Mayor and Members of the Council: <br /> <br /> BACKGROUND <br /> <br /> At its meeting of June 7, 2005, the City Council authorized a consultant agreement with Bay Area <br /> Economics (BAE) to conduct a study on existing economic conditions, develop an Economic <br /> Development Plan, and perform a fiscal/economic impact analysis of the Preferred Draft General <br /> Plan and Alternatives. <br /> <br /> SR 05:211 Page 1 <br /> <br /> <br />
