Honorable Mayor and Members of the City Council:

BACKGROUND

The Longview Drive Water Line Project was identified in the City's 2003 Water Master Plan
update for furnishing hydraulic improvements to the City's water distribution system west of
Foothill Road. The new 12" water line will run parallel to the existing 8" line at the discharge
side of the pump station. Also, the City of Pleasanton's Sewer Department has identified
sewer facilities on Amaral Circle, Old Bernal Avenue, Bernal Court, Bonita Avenue, Mirador
Drive, Gale Avenue, Whiting Avenue, Nevis Street, and Adams Way that are in need of
replacement. Recommendations were made to replace, repair and/or upgrade the existing
sewer facilities that serve these areas.

CONSULTANT FIRM SELECTION PROCEDURE

A Request for Proposal (RFP) was sent to a total of ten consultant fa-ms. The £n'ms were
either from the City's qualified list of consultants, or firms that had expressed an interest in
receiving a copy of the RFP. Four firms from the qualified list responded with proposals.
Each of the respondents has provided consultant services to the City within the last two years.
After discussions with the review committee, which included representatives from the various
departments affected by the work, one fn'm was found to be best suited to provide the services
requested. Based on the review of proposals and discussions with the committee members,
Pakpour Consulting Group, Inc. was selected to provide the services needed.

CONTRACT

The proposed contract with Pakpour Consulting Group, Inc. is included along with the
corresponding Exhibit "A", Scope of Work, and Exhibit "B", Fee Schedule. The not-to-
exceed cost of the contract is in the amount of $163,360.

BUDGET

The cost for this work will be drawn from the funds allocated for this project appropriated
from thc Parallel Longview Pump Station Discharge Line and the Annual Sewer Replacement
Fund.

SR:05:202
