Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Finance Department's current cashiering system consists of a five year old electronic cash <br />register located at 200 Old Bernal Avenue and an older manual cash register located at 123 Main <br />Street. The cashier station at 200 Old Bernal supports Utility Billing and Business License and <br />all the development services located on site including Building Permits, Engineering, Public <br />Works and Planning. The cash register at 123 Main Street receives customer payments for <br />invoices issued by Finance, administrative citations, parking tickets and all outside agency <br />payments to the City. These cashiering stations perform a necessary and important service for <br />the public by processing walk-in customer payments (cash, checks and credit cards) from 7:30 <br />am until 5:30 pm during the workweek. <br /> <br />In December, staff was notified that the maintenance vendor would no longer support the Utility <br />Billing counter cash register. Since that time, the register has become unreliable and the City's <br />Information Services Department has had to add memory in an attempt to keep the cash register <br />operating until a new system could be purchased. The cash register located at 123 Main Street is <br />completely manual and is unable to process credit cards. <br /> <br />The mail-in payments for Utility Billing and Business License are currently processed by hand <br />and then posted to the customer accounts. The mail-in utility payments average about 500 <br />pieces per day. The Business License tax renewals (December to April) average about 300 per <br />day. <br /> <br /> DISCUSSION <br /> <br /> When notified that the Utility Billing cash register would no longer bc supported, staff began <br /> researching cashiering system vendors. Other cities wcrc surveyed for recommendations on <br /> their cashiering systems. In addition, staff talked to several companies at the Vendor Expo held <br /> during thc annual Revenue Officers' conference. Four vendors responded to staff's inquiries <br /> and gave staff presentations.
