Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Bids were received on June 13, 2005. The apparent low bidder was AT&E of San Francisco <br />in the amount of $169,160. In reviewing their bid, staff had difficulty confmning their <br />references and found that their contractor's license had been suspended. Subsequently, on <br />June 17, 2005, AT&E requested that they be excused from their bid due to a mathematical <br />error as allowed under the Public Contracts Code. Based on their request and the <br />circumstances regarding their contracting licensing and staff's inability to confu-'m their <br />references, staff recommends that AT&E be relieved of their bid and the project be awarded <br />to the second low bidder, D&D Pipelines, Inc. of San Francisco, in the amount of $188,400. <br /> <br />The work consists of installing approximately 1400 LF of 16" and 20 LF of 12" water lines <br />and necessary fittings. This project will enhance the reliability of the City's water service to <br />the Ruby Hill community and the Katz Winery in the Vineyard Avenue Corridor. <br /> <br />BUDGET <br />Project funding, and estimated expenditures are presented below. <br />CIP 041014 Ruby Hill 16"- water line $250,000 <br />Estimated expenditures are as follows: <br /> <br /> Construction Bid $188,400 <br /> Const.
