Honorable Mayor and Members of the City Council:

BACKGROUND

Bids were received on June 13, 2005. The apparent low bidder was AT&E of San Francisco
in the amount of $169,160. In reviewing their bid, staff had difficulty confmning their
references and found that their contractor's license had been suspended. Subsequently, on
June 17, 2005, AT&E requested that they be excused from their bid due to a mathematical
error as allowed under the Public Contracts Code. Based on their request and the
circumstances regarding their contracting licensing and staff's inability to confu-'m their
references, staff recommends that AT&E be relieved of their bid and the project be awarded
to the second low bidder, D&D Pipelines, Inc. of San Francisco, in the amount of $188,400.

The work consists of installing approximately 1400 LF of 16" and 20 LF of 12" water lines
and necessary fittings.
