THE C;ITY OF 41
pL£AS, NTON CityCouncil
Staff Report

July 19, 2005
Public Works Department

SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS, REVIEW OF
BIDS AND AWARD OF CONSTRUCTION CONTRACT TO D&D
PIPELINES FOR THE RUBY HILL 16" WATER LINE, PROJECT
NO. 041014

STAFF RECOMMENDATION:

Staff recommends that the City Council take the following action at the
meeting of July 19, 2005:

1. Approve the plans and specifications for this project.

2. Review the bids received and award the contract for the subject
project to D&D Pipelines, Inc. of San Francisco for the low bid of
$188,400.

3. Authorize the Director of Public Works to approve and execute
contract change orders for a contingency amount not to exceed 20%
of the contract mount for necessary related project work.

4. Authorize the City Manager to enter into the above contract.

SUMMARY: Bids have been received for the subject project and staff recommends
award to the lowest responsive bidder, D&D Pipelines of San Francisco,
in the amount of $188,400. The subject project consists of installing
approximately 1400 LF of 16" and 20 LF of 12" water lines and
necessary fittings to enhance the reliability of City water service to the
Ruby Hill community and the Katz Winery in the Vineyard Avenue
corridor. Since this project involves underground construction, staff
anticipates some potential utility conflicts and recommends a 20%
contingency for the project cost.

SR:05:157
